Iran's envoy to the International Atomic Energy Agency (IAEA) says “unfair and inappropriate” moves to impede Tehran's nuclear progress are the reason for the country's mistrust of the West. “Such actions set the stage for our country to lose trust in Western countries and their activities,” Ali Asghar Soltanieh was quoted by ISNA as saying at a conference in Tehran. Soltanieh pointed to Germany which reneged on its commitment to build the Bushehr nuclear power plant and said, “After the victory of the [Islamic] Revolution], despite having received payment for this project the Germans left the power plant.” Germany's Kraftwerk Union stopped working at the Bushehr nuclear project with one reactor 50% complete, and the other reactor 85% complete, and fully withdrew from the project in July 1979. 

The withdrawal came after Iran had paid Germany in full for the project. Germany halted construction of the Bushehr facility under pressure from the United States. Soltanieh cited the US as another example for a Western failing to meet its obligations with regards to Iran, saying that Washington failed to return the money it had received and to deliver the nuclear fuel agreed upon. “They neither gave us the fuel, nor returned the money we had paid them,” he said. 

After the Islamic Revolution, the United States cut off the supply of highly enriched uranium (HEU) fuel for the Tehran Research Reactor, which forced the reactor to shut down for a number of years, until Argentina agreed to supply replacement low-enriched uranium (LEU) fuel. The Iranian ambassador to IAEA added that France is another country which backpedalled on its obligations regarding Tehran's nuclear program. After 1979, France refused to give any enriched uranium to Iran, and the European Gaseous Diffusion Uranium Consortium -- known as Eurodif -- did not return Iran's investments. In fact, Iran was denied uranium which it was entitled to as a joint owner in the French Eurodif international enrichment facility because of US pressure. Soltanieh touched upon Iran's voluntary suspension of uranium enrichment at a certain point in the past, saying the goodwill gesture failed to change the West's behavior. “Either way, Iran opts for logical interaction with [other] countries,” he said.
