No More Hesitation’ Targets Train Police and Feds to Shoot Armed Pregnant Women, Mothers, Children and Elderly
A U.S. based company called "Law Enforcement Training, Inc." has been selling millions of dollars worth of "no hesitation" targets to the Department of Homeland Security. These targets are used to train DHS employees to shoot American citizens and they depict pregnant women, old men, children and even young moms with guns. The purpose of the targets, according to the company that sells them, is to "eliminate any hesitation" that U.S. government employees might normally feel in shooting to kill pregnant women, children and old men. (I'm not making this up. The government's plan to murder Americans is now right out in the open...)

Judicial Post Mortem: Zygier Tranquilized Before Death, Body Bruised
While the judge finds that Zygier killed himself by attaching a sheet to a bar of his bathroom window, she also notes that trace amounts of a tranquilizer were found in his blood (keep in mind that he would not have been tested until hours after his death, since the security services tramped through the crime scene without allowing any other police or prison personnel to enter) along with bruises on his body. She finds that neither the tranquilizers nor bruises contributed to his death. What she really means is that they didn’t cause his death, which is of course the truth. But were they part of a larger plan to kill him? We must remember that Mahmoud al-Mabouh was murdered in a very similar fashion. He was administered a tranquilizer then smothered with a pillow. If there was a murderer, he couldn’t very well use the same method since smothering would be too suspicious. Suicide would be far more persuasive.

The judge concedes the possibility of foul play:
“Though the deceased was found hanged in the bathroom of the cell, this does not negate the theoretical possibility of active intervention on the part of another person who intentionally caused his death in this way.” 
I also note that MK Uri Ariel, one of the most extreme right-wing members of Knesset, and who has no love lost with the security services, reported yesterday that he didn’t believe the prisoner committed suicide.The most disturbing aspect of these findings (or tranquilizer traces and bruising) is there is no explanation for how they occurred. The judge does not explain how Zygier got a tranquilizer. Was he prescribed one? By whom? If he was not prescribed one, how did it enter his body? The judge says she cannot determine whether the bruises on his body were caused before or after death. This is but one important question to answer. What caused the bruises? An instrument? Another person? The movement of the body during the act of suicide? A forensic pathologist who wants to do so can answer many of these questions. Either these questions are answered in the 18 pages the judge maintained under gag or they aren’t answered at all.

Thanks to their wealth and religion, they had connections across the mercantile Middle East, the illicit smuggling networks of the region and, more important, links to powerful preachers and religious families in the Gulf. When, very early on, their native town of Homs erupted in an uprising that soon became an armed insurrection, it was wealthy and usually religious Syrians like Abu Abdullah who sent money, ran services, provided food and fuel. They are still central to humanitarian provision in Syria. Abu Abdullah used his extensive cross-border network to bring in weapons and ammunition. He told me: [[[[[ I had five pick-up trucks filled with weapons and ammunition crossing from Lebanon and ten crossing from Iraq every week. We started with hunting rifles and now we bring anti-aircraft guns. We were the ones who powered the revolution.]]]]]]]] We reached a point in the fighting, in spring 2012, when we needed proper support. We needed heavy machine guns, real weapons. Money was never an issue: how much do you want? $50m? $100m? Not a problem. But heavy weapons were becoming hard to find: the Turks, and without them this revolution wouldn’t have started, wanted the US to give them the green light before they would allow us to ship the weapons. We had to persuade Saad al-Hariri to go to put pressure on the Saudis, to tell them: “You abandoned the Sunnis of Iraq and you lost a country to Iran. If you do the same thing again you won’t only lose Syria, but Lebanon with it.”The idea was that the Saudis in turn would pressure the US to give the Turks the green light to allow proper weapons into the country. Now suddenly, while on the ground the revolution was still in the hands of small bands of rebels and activists, a set of outside interests started conspiring to direct events in ways amenable to them. There were the Saudis, who never liked Bashar but were wary of more chaos in the Middle East. The Qataris, who were positioning themselves at the forefront of the revolutions of the Arab Spring, using their formidable TV networks to mobilise support and their vast wealth to fund illicit weapons shipments to the Libyans. And of course there were the French and the US. Abu Abdullah said:The(ZIONIST RAN) US gave their blessing, and all the players converged and formed an operations room. It had the Qataris, the Saudis, the Turks and Hariri.In their infinite wisdom the players decided to entrust the running of the room, known as the Armament Room or the Istanbul Room after the city where it was based, to a Lebanese politician called Okab Sakr, a member of Hariri’s party who was widely seen as divisive and autocratic. The plan was to form military councils to be led and dominated by defectors from the Syrian army,this in order to appease the US, who were (supposedly – RB) getting worried about the rising influence of the Islamists. All the fighting groups, it was assumed, would eventually agree to answer to the military councils because they were the main source of weapons. At first, the plan seemed to be working. As summer approached military councils sprang up in Aleppo, Homs, Idlib and Deir al-Zour and some major battalions and factions did join in. Better weapons, though not the sophisticated anti-tank and anti-aircraft equipment the rebels wanted, started entering Syria from Turkey. Until this point, most of the weapons smuggled from Turkey had come in small shipments on horseback or carried on foot by intermediaries and the fighters themselves, but these new shipments were massive, sent by truck. Iraq remained the largest single supplier, a legacy of three decades of war, but a lot of the Iraqi ammunition was of bad quality, having been buried in the sand for years. So the new supplies were eagerly received: RPGs, Austrian rifles (surplus or refurbished), Swiss hand grenades, Australian sniper rifles, the list went on.
 Abu Abdullah drove me to the Turkish border one day. He pointed to a Turkish military outpost and said:This is where we did the handovers of shipments. They drove them to the post and we took over from there, but now we’re only getting 10,000 to 15,000 rounds a week. It’s nothing. Iraq has been the main provider, but we can’t get anything interesting from there either. I sent people looking for weeks and we only found one anti-aircraft gun.After giving up on the Turks and their Armament Room, Abu Abdullah and his friends turned to the Libyans. Abu Abdullah said:
In Iraq we buy a certain number of bullets, but in Libya they sell them by the weight, by the ton, and it’s dirt cheap. But we can’t ship them by sea. Thirteen countries control the waters in the Mediterranean and we need permission from all of them, or from the US. So the Qataris fly the weapons to Doha and then they ship them down from Turkey.We drove along the border looking for a place to cross, but stopped by mistake in front of the wrong gate. A bearded man in a military jacket appeared carrying a Kalashnikov. He waved us in with his flashlight, but then an older man came over and ordered us to halt. There were three tents behind him and material for more. Abu Abdullah said: “We want to cross into Turkey.” The old man said politely but firmly, in heavily accented Arabic: “You can’t. This is private property. You have to leave immediately.”
This camp, right on the Turkish border, was for foreign Jihadis; the only people, as Abu Abdullah complained, who were getting money and equipment these days. Hakim al-Mutairi, a Kuwaiti Salafi preacher, was sending them millions of dollars, Abu Abdullah went on:
I confronted him at a meeting a few weeks ago. I told him, you are hijacking our revolution. The Jihadis are buying weapons and ammunition from the other units. They have no problem with money.At the end of January, I met a friend of Abu Abdullah. He’d once been a wealthy man, a merchant, but he’d seen his wealth dwindle as all his businesses came to a halt. His lips were quivering with anger and he kept thumping the table with his fist as he said:Why are the USAians doing this to us? They told us they wouldn’t send us weapons until we united. So we united in Doha. Now what’s their excuse? They say it’s because of the Jihadis, but it’s the Jihadis who are gaining ground. Abu Abdullah is $400k in debt and no one is sending him money anymore. It’s all going to the Jihadis. They have just bought a former military camp from a battalion that was fighting the government. They went to them, gave them I don’t know how many millions, and bought the camp. Maybe we should all become Jihadis. Maybe then we’ll get money and support.

The leading recommended principles of a joint Israeli-US regional strategy are: 1. Reinforced bilateral strategic relations, and deepened special defense ties.3. Full transparency between the leaders; avoidance of steps that surprise the other side.4. The United States will refrain from challenging the government of Israel with a demand to stop building in Jerusalem, which runs counter to the Israeli consensus. It appears that Israel will be asked to show flexibility on the issue of Iranian uranium enrichment, as long as any material enriched above 3.5 percent is not stored in Iran.3. The fifth layer: Egyptian stability and governability in Sinai
The first goal is to preserve the Egyptian-Israeli peace treaty and honor the security commitments of the military appendix. The United States should form a coalition of Western states that will assist in reconstructing Egypt's collapsing economy with the following conditions: a commitment by the regime to maintain the peace treaty with Israel, the application of effective governance in Sinai, and effective Egyptian action to stop weapons smuggling to the Gaza Strip. The United States, Israel, and European Union states must help Egypt acquire the tools to deal with the needs of the Bedouin tribes in Sinai and build sources of employment and income to replace smuggling

Berri cautions from water war with Israel
House Speaker, Nabih Berri, warned on Thursday that Lebanon's future war with Israel was definitely going to be over water resources. The Speaker's fresh stance had been delivered by Health Minister, Ali Hassan Khalil, who represented him at the launching event of the Litani River and Karaoun Lake cleaning projects. "Israel is readying itself to invest in the shattered Arab reality (...) to eventually lay hand on our natural water resources to increase settlements," he said. "We are still not aware of the fact that Israel has been fighting us from across water borders, starting from Jordan, reaching Al-Hama, Yarmouk, Wazani, and finally the Litani River, not to mention the underground water that Israel forbids Palestine access to," Khalil added. Moreover, the Minister touted national unity as the best weapon alongside the Lebanese army and Resistance facing Israeli threats.

The International Monetary Fund's attempt to whittle down Egypt's financing requirements to a manageable amount places an impossible political burden on the Morsi government[[[[[[[[[[U.S. policy thus contributes to state failure while identifying American policy with this state failure.]]]]]]]]]] [[[[[[[[America has become part of the vicious circle, and runs the risk of being identified as the cause of the vicious circle.]]]]]What should the United States do? If there are no good alternatives, America should choose the least bad alternative. U.S. policy should be guided by self-interest. It may not be in the world community's power to avert Egyptian state failure, short of a massive and continuing commitment of financial aid that seems outside the realm of political possibility. At a minimum, America should seek to prevent Egypt's crisis from turning into a regional security disaster, while maximizing its influence over Egyptian institutions and prospective governments.In summary: the United States should do its utmost to prevent terrorists from taking advantage of political instability in Egypt, and to pre-empt any regionalization of the country's crisis, while taking steps in conjunction with the international community to mitigate the burgeoning humanitarian disaster. There is no recent precedent for managing state failure in a country of Egypt's size and regional importance, and it is difficult to specify policy responses ex ante. Below are some general indications of what American crisis management might attempt to accomplish.The United States should distance itself from the parties perceived to be responsible for state failure. America's identification with the Morsi government has become an embarrassment and a liability. Whether the government of Mohamed Morsi bears responsibility for Egypt's economic collapse, or whether the mismanagement of the economy during 60 years of military rule is responsible, is something for economic historians to decide. For the present, nothing fails like failure, and the United States should not take ownership of the failure.The United States should not endorse any political party or institution in a fluid and possibly chaotic period of social turmoil. Rather, it should emphasize America's sympathy for pluralistic democracy, open markets and financial transparency. It is too much to expect the much-vaunted but ephemeral spirit of Tahrir Square in February 2011 to triumph over Egypt's propensity towards chaos, but the United States at this point has nothing to lose by standing up for its own principles and encouraging pro-Western political elements.The United States should emphasize sharply and unambiguously that anti-Western tendencies in the Egyptian government, including inflammatory statements about Israel by President Morsi and his advisors, undermine world confidence in Egypt and worsen the economic crisis.The United States should have contingency plans in cooperation with the Egyptian military to prevent disruption of traffic plying the Suez Canal.The United States should cooperate with elements of Egypt's military leadership to ensure that weapons stockpiles do not make their way into the hands of elements hostile to American interests. Arms sales to Egypt should be suspended until the political situation is resolved to America's satisfaction. The Egyptian military must understand that future military cooperation depends on its cooperation in the present crisis.
The United States should warn Iran and its allies in the strongest possible terms not to fish in Egypt's troubled waters.The United States should work with international relief organizations to provide emergency food supplies, with the proviso that food distribution remains under the direct control of international organizations. The United States should be seen as a friend of the Egyptian poor in a moment of dire need, rather than as a prop to an unpopular and incompetent government.In this sort of crisis management, the object of each policy measure is not to end the crisis - that is not within America's power to accomplish - but at each step to give America more maneuvering room and credibility to act in the next phase of the crisis. It is a different sort of thinking than typically applies to foreign policy, but Egypt's predicament is a new and unwelcome challenge that demands a different sort of policy response.

Humanitarian hush money
The generous aid given to the Palestinians through various channels is the reward offered by Western states in exchange for the tolerance they show toward Israeli apartheid.There is something embarrassing, even humiliating, about the pairs, trios and flocks of off-roadvehicles that rush to the site of a disaster. Their foreign-language-speaking passengers emerge in order to carefully record the damage, assess the aid required and then consider how to provide it. Afterward they publish their findings and conclusions in internal reports and in glossy brochures with spectacular images, because suffering is photogenic.The international jeep teams that reach every corner of the West Bank, East Jerusalem and the Gaza Strip live off a calamity that is 100-percent man-made, a fact that multiplies the cynicism of the scenario. The tanker trucks of drinking water they fund regularly, the food packages they distribute every few weeks or months and the tents pitched every week on the ruins of a demolished home add up to another Israeli success: compressing and shrinking the Palestinian issue from a battle for freedom, independence and rights to a question of charity and relief, of international donations and their timing. The “needy” Palestinians who receive donations of water, food and tents in Hammamat al-Maleh, Beit Lahia and Shoafat are needy because regular Israelis - the cream of the state and state-religious school systems, high-ranking career army officers - who can look forward to a splendid civilian future in high-tech or public service specialize in abusing them. What, if not abuse, is a pipe across your land in Al Farisya, in the northern Jordan Valley, that brings water to Jewish homes built on your village’s land, but from which you are forbidden to take so much as a drop? What, if not maltreatment, is the routine shooting at people who support themselves by fishing or collecting junk? And what, if not sadism, is evicting people from their homes in the East Jerusalem neighborhoods of Sheikh Jarrah and Silwan and refusing to register children on their Jerusalemite mothers’ identity cards?The audience for all the reports describing these abuses and written by these dedicated teams is senior diplomats stationed in Brussels, European capital cities and in North America. The information is supposed to be passed on to foreign ministers and governments. Much of it presumably does. But these governments have made a conscious political decision to cling to hypocrisy and to refrain from political intervention. Instead, they merely pay to put out a few fires.This, too, is a huge Israeli success: The constant, daily international preoccupation with the consequences of Israel’s domination over the Palestinians and its takeover of their lands is humanitarian rather than political. Against their will, these dedicated participants in the humanitarian effort are a fig leaf for Western states that support Palestinian rights and independence on paper while accepting Israel’s apartheid in practice. Apartheid generates the Palestinian charity cases for whose sake important conferences are held and from which many Palestinian and foreign bureaucrats make a ‏(good‏) living. 'ICC is the enemy of liberty'
UN investigators call on Security Council to refer Syrian leaders to the ICC over allegations of war crimes. But observers who spoke to RT warn that such treatment of Assad and his government will only see a replay of the Yugoslavia war tribunal. Srdja Trifkovic, foreign affairs editor at the Chronicles magazine, doubts that the ICC is in any position to issue such demands. “It’s a very peculiar institution. It is outside any constitutional design. The prosecutor is effectively accountable to no one – and like in the Yugoslav war tribunal he answers to no superior executive power,” he told RT.This lack of accountability creates scope for legal creativity which depends on the will of the political masters. “Ultimately it’s a political court,” Trifkovic argues.“The ICC is the enemy of liberty as understood and practiced by the Western institutions since the Enlightenment onwards. The moral absolutism at the core of the ICC is immoral.”Recalling del Ponte’s tenure as the prosecutor for the International Criminal Tribunal for the former Yugoslavia, Trifkovic argues that the accusations are a fig leaf which is supposed to hide the essence of this project – which is to treat Assad and his government as members of ‘joint military enterprise.’“‘Joint military enterprise’ is an all-embracing quasi-legal term used by the Yugoslav war tribunal to indict everybody within the hierarchy and lower down the scale,” he added.The view is supported by journalist Neil Clark who fears that what’s happening here is a political move to put more pressure on Damascus.“If there are war crimes being committed on both sides, let’s prosecute both sides. All we’re getting again is talk about indicting President Assad and leading Syrian officials. It’s all wrong. If there’s evidence of war crimes against rebel commanders, let them be indicted,” he told RT.“If we think back to 1999 – the NATO bombing of Yugoslavia, in the height of that conflict there was the indictment issued against President Milosevic for war crimes. During the NATO bombardment of Libya there was the indictment against Colonel Gaddafi for war crimes. And I’m worried that this is part of a trend: that to increase pressure on Damascus, we’ll have an indictment on the Syrian government. And if people are committing war crimes they should answer for them – but it has to be applied equally.”
