The defense minister, Gabriel Silva, referred to the Agency's information center Anncol,who often plays the positions of the FARC wich were replicated by the Venezuelan channel Telesur.

Silva said "these concerns are almost insulting, to the horrific death of Governor Luis Francisco Cuellar

Anncol ensures that it spoke to a FARC commander and it was  confirmed that the group was not responsible for the murder. But it also stated that the slain leader, despite being a civilian and in the state of helplessness in which he was killed, allegedly he was not protected by the rules of international humanitarian law because of his official capacities . According to the UNDP, Cuellar was a legitimate military target by being a "member of the State institutions.

The agency also mentioned that he(Cuellar) had been summoned to the Prosecutor's Office to give a deposition over his role in 'para-politics' scandal.

Sources familiar with the investigation told the newspaper that while the governor was being investigated for  alleged ties to the AUC, all signs still point to the case the 'Teofilo Forero'.

Between the 19th and 21st of January, most of the “secrets” of many of Colombia’s top personalities were destroyed on the 11th floor of the main DAS headquarters. “We received the order to gather everything we had in several offices in the building, and in other buildings, and bring it to the Counter-Intelligence office. For two days external disk drives were gathered, hard drives were changed out of computers, CDs, voice files and confidential documents were collected. I alone, without counting my colleagues, carried two boxes full of those things,” one of the DAS detectives who participated in this unique collection told Semana. “Of all the boxes that were taken to Counter-Intelligence, with documents, recordings and the rest, only one remained, which was taken out of the 11th floor at the end of the afternoon of Wednesday the 21st. I don’t know what was left in that one, or where they took it. I just know that everything else was destroyed,” the source affirms.

The suspicious mission of recovering and destroying information was carried out by a small group of officials. Though they sought to do it in the most discrete manner, it was inevitable that a few DAS members would notice the unusual things going on during those days. But what was it that they were destroying with such urgency? Much of the files that don’t exist today were, among others, recordings, secret documents and intelligence analyses that contained information about a wide variety of personalities whom the DAS was watching.

Supreme Court justices, journalists, opposition politicians, generals in the armed forces, prosecutors, and even some high government officials made up the group that, for the past several months, was being monitored by the security body.

The 19 creditor nations that make up the Paris Club [1] met on 18 November to consider the case of the Democratic Republic of the Congo (DRC) after two reports related to the review of the very controversial Chinese contract. This contract, mortgage giant quantities of minerals in favor of China in exchange for building infrastructure in the DRC, might finally be revised in the direction desired by the lender of Western funds represented by the IMF [2].L’ingérence sournoise du FMI et de la Banque mondiale en République démocratique du Congo" , por Renaud Vivien, Yvonne Ngoyi, Victor Nzuzi, Dani Ndombele, José Mukadi et Luc Mukendi, Réseau Voltaire, 8 octobre 2009.

Following this, the matter seemed settled: the Paris Club would provide the financial guarantees requested by the IMF to conclude a new three-year program with the Congolese government from now until the end of 2009 and delete the beginning of 2010 an important part of public external debt. Far from it! The Paris Club decided to turn "punish" the DRC is demanding the maintenance of two one-sided contracts signed with Western transnationals.

The Paris Club proves once again that is a body governed by the North in which the South not only play a walk-on. No member of the Congolese government was invited to the discussions made at Bercy, the French Ministry of Finance, or has established the Paris Club. This club is defined as a "non-institution", having no legal personality. The advantage is clear: the Paris Club does not incur any liability with regard to their actions and therefore can not be prosecuted in court because it officially does not exist!

However, their decisions have serious consequences for the populations of Third World because it is in their midst that is decided, in concert with the IMF and World Bank, that an indebted country of the South "deserves" a rescheduling or debt relief. When he gives the green light, the country concerned, where isolated in the face of this united front of creditors, should apply neoliberal measures dictated by lenders of funds, whose interests overlap with the private sector.

But in reality, the DRC, like other countries in Africa full of natural resources, is the scene of a fierce competition between Western countries and China, whose appetite continues to grow to the point where today the third largest trading partner for Africa , after the United States and France. The Paris Club is therefore the instrument that Western countries have used, such as Canada and the United States, demanding that the Congolese government that it reverse its decision to terminate the contract giving rise to the consortium Kingamyambo Musonoi Tailings (KMT) and review the agreement creating the Tenke Fungurume Mining (TFM), in which the United States and Canada have important interests. 

The lender of funds applicable to Western policy of "two weights, two measures" depending on whether a contract with China or with a Western company. The northern states are served in the Paris Club and international financial institutions, which are over-represented, as a Trojan horse to monopolize the national resources of the South 

It was the trio infernal - Paris Club, IMF, World Bank - which since 2002 has organized the bleaching of the odious debt restructuring of the DRC left by the late dictator Mobutu. This was the time to lend money to the government to clear the debts of the old dictator, to allow the transitional government into debt again but by imposing anti-social policies, including a new Mining Code very favorable to corporations. 

In 2009, the debt continues to stifle the Congolese people whose human rights are trampled to ensure the repayment of debt service. Despite the impact of listing of creditors that promised debt cancellation by the Congolese, it today stands at 12.3 billion dollars or the equivalent to the sum claimed the DRC at the time of death of Laurent Kabila in 2001. .. That debt is the archetype of an odious debt, void in international law since she was hired by a dictatorship, without benefit to the community and with the complicity of the creditors. The Congolese government could then divorce her, which would allow it also does not accept the dictates of the Paris Club. 

For the CADTM, the blackmail of the Paris Club is not a surprise: this instance is illegitimate, since its creation at the same time judge and party. It should therefore simply be abolished, and the debt of the DRC. 

Meanwhile, the Congolese government should unilaterally suspend payment of the debt, the example of Ecuador in November 2008 and Argentina in 2001 had decreed the most important suspension of payment of foreign debt in history, more than 80 billion dollars both in relation to private creditors as compared to the Paris Club, and that no reprisals would take place. 

The economic crisis requires strong and immediate action against the debt and the benefit of people. To do so, the South would have an interest in forming a united front for non-payment of debt.
