In the latest JINSA Global Briefing, Khatuna Mshvidobadze, a Senior Associate at the Georgian Security Analysis Center, explains how Russia's deployment of the Smerch and Tochka rocket and missile systems into occupied Georgian territory underscores its strategy of dominating NATO's Northern Distribution Network and maintaining a chokehold on the critical East-West Corridor.This despite the fact that Russia remains in breach of the August 12, 2008 Six-Point Ceasefire agreement negotiated by French President Nicolas Sarkozy in the name of EU presidency which ended the hot phase of Russia's war on Georgia. That document requires Russian forces to pull back to pre-war positions, that is, to the positions held by Russia's so-called "peacekeeping force" in the region.Why, instead, is Russia building a military camp of territorial proportions and still adding firepower with systems like Smerch and Tochka?If the west remains idle, it may forsake geopolitical presence in the heart of Eurasia, risking the crucial benefits of economic, military, political and cultural access, energy, raw materials, markets and-in the long run-potential economic liberalization and democratization of the region.

Answering numerous questions about reports that OSCE [Organization for Security and Cooperation in Europe] monitors had contradicted Georgia’s vision of events, Mr. Alasania stressed repeatedly the importance of an international independent investigation into the events, saying that Georgia was committed to providing the investigators with all information required, “even classified material”. Georgia now owes more than $100 million, including interest, which is quite a hefty figure for a country that only collected $433 million in foreign investment last year. This might explain Georgia’s contentious sting operation.
