Al jazeera Center for Studies - NATO Parliamentary AFFAIRES CIVILES - NATO Parliamentary AssemblyAl Jazeera Center for Studies organised a panel with a delegation from the NATO Parliamentary Assembly. Hosted by Dr. Salah Eddin Elzein, Director of AJCS, it was composed of Stephen Sachs, Director of the Political Committee in the NATO Parliamentary Assembly, Marit Nybakk, Chair of the Subcommittee on NATO Partnerships, NATO officials, and several representatives of member countries.It was held at Al Jazeera Theater in Al Jazeera Media and Training Cener in Doha, Qatar, [[[[and addressed the events and developments of the Arab spring and the nature of future relations between the Arab world and the West.]]]]

Marit Nybakk and Karl A. Lamers thanked the Emir for Qatar’s positive,
pro-active role as an international peace mediator and particularly for the Emir’s leadership and support with regard to the situation in Libya. Both underlined that Qatar is an important country and an important partner for NATO which has a strong interest in the stability and security of the Gulf region.
In a discussion on the future relationship between the western world and the countries that
witnessed revolutions with experts of the Al Jazeera Center for Research Ahmad Al Shaikh,
Media Advisor to the Chairman of the Board of Directors at the Al Jazeera Media Network,
explained that Arabs are now ‘seeking respect and better suited support for their new democratic
countries’.Dr. Mohammed Mukhtar, researcher at the Qatar Foundation, reminded
the delegation that the Arab Spring has redefined the general image of the region positively,
proving that Arab countries are capable of political and governmental reform. 
NATO PA President Karl A. Lamers said that it is not possible to exclude Islamic parties
from the transition process. Assen Agov, General Rapporteur of the Political Committee, stressed
the need to be patient and not to expect that the Arab Spring will bring positive results
(democratisation) very quickly. He stressed the importance of holding free and fair elections. A
more pessimistic view on the prospects of MENA countries moving towards more open societies
was offered by Mr Baskan, who stressed that the malfunctioning states cannot provide economic
and social services that their people demand. He also bemoaned the absence of a strong leader
in the Arab world who could guide the transition process.V. NATO AND QATAR 21. Qatar is an important partner for NATO in the region, particularly since it joined the Istanbul Cooperation Initiative (ICI) in 2006. General Al Ghanim described Qatar’s relations with NATO as “very good”, adding that the fact that the Alliance comprises 28 member nations makes it difficult to improve relations. Senior Qatari officials expressed their appreciation for NATO’s engagement in Libya which, they underscored, helped saving innocent lives. They added that Qatar is looking forward to further develop its current partnership with NATO in the context of the ICI.22. Qatar was one of the countries in the Gulf that has actively participated in Operation Unified Protector enforcing the UN-mandated arms embargo and no-fly-zone over Libya. Qatari officials acknowledged NATO’s contribution to end the violence in Libya. General al-Attiyah noted that co-operation with NATO in Operation Unified Protector was facilitated because of Qatar’s longstanding relations with a number of NATO member countries, particularly the United States,France and Turkey. [[[[NATO’s engagement in Libya has helped to improve its image in the Arab world, the delegation learned.]]]] More frequent, high level contacts between Qatari and NATOofficials could further deepen the relationship, a diplomatic representative argued.VI.VISIT TO QIASS The delegation also had the opportunity to visit the Qatar International Academy for Security Studies (QIASS) whose core mission is to develop and disseminate evidence(FALSE)-based practices for preventing terrorist engagement and facilitating disengagement among individuals,
