base and training facilities in Turkish territory in exchange for advanced technologies. Against the background of the reconciliation between Israel and Turkey, theBritish newspaper Sunday Times is reporting today that Israel intends to askTurkey to station a base and training facilities in its territory, from
which it could operate in the event that it will have to attack Iran.In exchange, Israel will transfer advanced missile systems and observationtechnologies to Turkey. According to the reports, Turkey is interested inthe Arrow interception system as well as electro-optic systems produced byEl-Op, a subsidiary of Elbit Systems.Discussions will begin this week between the two countries, during whichIsrael's National Security Advisor, Ya'akov Amidror, will arrive to Ankaraand will attempt to convince Turkey to agree to the stationing of astrategic strike force at the Turkish Akinci airbase, located northeast ofAnkara. Amidror is expected to offer Turkey an advanced electronic warfaresystem produced by Elta, a subsidiary of Israel Aerospace Industries (IAI).Amidror will also attempt to finalize the details of the reimbursementagreement with Turkey for the families of the nine Turkish civilians killedduring the Marmara incident of May 2010.
Prior to the rift between the countries, the IAF trained in Turkey'sairspace and used the Akinci airbase, and Turkish pilots trained in Israelifacilities in Israel's Negev region.

Some in Israel may feel that the current civil war in Syria serves Israel’s
interests because it keeps Syria from representing a serious military
threat. However, Syria stopped being a significant military threat to Israel
some time ago, whereas the ongoing civil war can only increase the risk of
military threats of a different kind, if Syria becomes a failed state, which
would impact negatively on regional stability. Thus, it is in Israel’s
interest that the civil war end as soon as possible and that a central,
moderate Islamic regime take control of the country. The question then is:
how does one break the military stalemate between the regime and the rebels
in favor of the moderate rebels, thereby creating an opportunity for a
decision in the military struggle or, alternately, promoting a political
resolution? While Israel cannot do this, it is important that decision
makers in Israel understand the options and deliberate them with allies in
the international community.In order of escalation, the options for breaking the stalemate are: liftingthe West’s embargo on supplying the rebels with arms, establishing no-fly
zones for the Syrian air force, and providing the rebels with aerial
support.
In conclusion, the extension of the fighting in Syria does not serve Israel’s
interests. Lifting the embargo on supplying the moderate factions with
weapons would seem to be the only realistic option for breaking the military
stalemate, thereby helping bring an end to the crisis that is not yet in
sight.

Prosecutors Work To Keep Lid on $57M Corruption Case

Federal prosecutors are trying to prevent a jury from hearing evidence that an alleged $57m fraud at the Conference on Jewish Material Claims Against Germany, which processes Holocaust claims, is larger than thought. The prosecutors request that defense attorneys be barred from “eliciting testimony or introducing evidence at trial concerning purported improprieties in the Claims Conference’s administration of other compensation programs, including Germany’s Slave Labor Program and the Fund for Victims of Medical Experiments and Other Injuries. The prosecutors are also trying to prevent defense lawyers from arguing that the German government was negligent and therefore partially to blame for the fraud. Twenty-eight people, including nine former Claims Conference employees, have already pleaded guilty to fraud, and some of them to witness tampering. Nine of those people have been sentenced, some to more than one year in jail, and ordered to pay fines and restitution totaling millions of dollars. Since the fraud was first uncovered in 2010, the FBI have identified over 5,000 fraudulent claims made against of the Hardship Fund, which makes a one-off payment of about $3,500 to people who were forced to evacuate during WW2, and the Article 2 Fund, which pays a monthly pension of $400 to needy survivors who lived in hiding or under a false identity for at least 18 months during the war. The three accused are alleged to have been part of a wide-ranging scheme in which thousands of people from the FSU submitted applications and documents that were later altered or supported by forged papers in support of fraudulent claims.

(zionist,cuban mafia)Senator Menendez stated that the purpose of the hearing was to explore the potential for a more active U.S. role in the conflict in Syria, not necessarily through military engagement but through “coordinated international relations that [come] with a clearly articulated strategy.” Syria’s U.S. interests are being threatened by the possible use or proliferation of chemical weapons, a state-wide spiral into extremism in a post-Assad Syria, the collapse of the state and destabilization of regional allies, and the spillover of sectarian strife into neighboring states. “We cannot allow Assad’s end to trigger more instability,” Mendenez cautioned and suggested the U.S. offer military assistance to the opposition in order to establish a better working relationship with the future Syrian leadership. He also noted that he will be introducing legislation in the coming weeks to provide military assistance to opposition forces.

Senator Marco Rubio (R-FL) asked the panel what the U.S. national interest in the conflict was and whether there existed a Syrian national identity “for people to rally around.” Acting Assistant Secretary Jones stated that the U.S. interests were ensuring the safety of regional allies, preventing Syria from becoming a terrorist haven, and preventing the proliferation of Syria’s large chemical weapons stockpile. Ambassador Ford assured Senator Rubio that a Syrian national identity had emerged based on a multi-confessional, multi-ethnic nature and pride and reiterated that the U.S. must support moderate forces to maintain order and tolerance in post-Assad Syria.
Senator Robert Casey (D-PA) asked the panel how U.S. aid is reaching the opposition. Ambassador Ford stated that getting aid to the Syrian people was not easy, [[[[but suggested networks had become stronger over the past year and the U.N.’s role facilitating aid was incredibly useful.]]]]]
Senator Ron Johnson (R-WI) questioned the branding of U.S. aid and whether it was helping in the way that is most needed. “Do they want more? Of course,” said Ambassador Ford, expressing that the Syrian opposition is greatly appreciative of U.S. support but frustrated that the U.S. cannot ensure a simple solution to ending the conflict.
Senator Tim Kaine (D-VA) inquired whether disproportionate Alawite representation in the command of Syria’s army would hamper prospects for a negotiated settlement and perpetuate a survivalist strategy. Ambassador Ford agreed and insisted that this was one of the reasons a negotiated settlement would be the best means of securing a peaceful political transition.
Senator John McCain (R-AZ) argued that Ambassador Ford’s assessment contradicted his own observations and conversations with refugees. “I understand why they’re bitter,” he said, asserting that the U.S. was breeding “Palestinian-type” resentment in the refugee camps by not using its military ability to protect civilians. McCain asked Ambassador Ford whether the U.S. should support a no-fly zone, to which Ford responded that only a negotiated political solution would provide a “durable solution” to the conflict. “Negotiated settlements come about when people believe they can’t win,” McCain retorted, and argued that the U.S. must “neutralize” Assad’s air power.

One major objective of Plan Colombia has been the destruction of coca fields by aerial chemical fumigation, thus impacting the cocaine trade at its source. Glyphosate, the chemical substance used to fumigate illicit crops and known by its brand name Roundup, was originally patented and produced by the U.S. agricultural corporation, Monsanto. Monsanto classifies Glyphosate as a “mild” herbicide, but the World Health Organization classified it as “extremely poisonous.” [6] Roundup is sold over the counter in the United States as an herbicide that carries the warning,Roundup will kill almost any green plant that is actively growing. Roundup should not be applied to bodies of water such as ponds, lakes or streams…After an area has been sprayed with Roundup, people and pets (such as cats and dogs) should stay out of the area until it is thoroughly dry…If Roundup is used to control undesirable plants around fruit or nut trees, or grapevines, allow twenty-one days before eating the fruits or nuts. [7]In Colombia, two additives, Cosmo-Flux 411 and Cosmo InD, are added to the lethal cocktail, [[[[[[[[which increase its toxicity four-fold ]]]]] and [[[[[[produce what is known as Roundup Ultra, or as some call it “Colombia’s Agent Orange.”]]]]] [8] In addition, the concentrations in the mixtures prepared by the Colombian military (under the guidance of their U.S. colleagues) are five times stronger than is recognized as safe for aerial application by the U.S. Environmental Protection Agency (EPA). [9] This product is regularly sprayed over inhabited areas, farmland, livestock, and areas of invaluable biodiversity. [10] The National Environmental Justice Advisory Council, a Federal Advisory Committee to the EPA, issued a letter on July 19, 2001 stating, “Aerial spraying of the herbicide has caused eye, respiratory, skin and digestive ailments; destroyed subsistence crops; sickened domestic animals; and contaminated water supplies.” [11] Even anti-drug development projects, including ones funded by USAID, the United Nations, the Colombian government and international NGOs, have been destroyed by fumigation. One of many examples is that of COSURCA, an organic coffee cooperative founded to provide peasant farmers with an alternative to coca cultivation. COSURCA was prepared in 2005 and again in 2007, and ended up destroying the coffee crop and the project’s organic certification for future crops. [12]As well as the clear human health, food security, and environmental risks involved in the fumigation campaign, it has also been a massive failure in achieving its stated goal of eradicating the coca crop. Coca, unlike most other food crops, is quite resistant to aerial spraying of glyphosate. Many farmers, who are destined to have their food crops destroyed are left with few options when coca is all that will grow on their land after the spraying of glyphosate has been applied. Ironically, the fumigation campaign has therefore provided an added stimulus to coca cultivation. [13]  [[[[[[Conclusions]]]]]]

Constitutional Court defends Anti-discrimination Law  

Colombia's Constitutional Court on Wednesday struck down a lawsuit disputing the constitutionality of the the Anti-discrimination Law under the grounds that indigenous groups were not adequately consulted.The rejected lawsuit sought to attack the law on the grounds that it failed to consult the indigenous and Afro-Colombian minority groups before its ratification. The court ruled that, in this case, prior consultation with minority communities was not required because the law intended to protect society as a whole. A prior consultation only applies to administrative or legislative measures that directly affect those communities.Law 1482, better known as the Anti-discrimination Law, classifies crimes of a racist, homophobic, or xenophobic nature, as well as genocide denial. It protects the rights of those who may be subject to discrimination based on racial or ethnic status.Another lawsuit, still pending the court's decision, attacks from a different angle. The lawyer Victor Velasquez argues that it is "unconstitutional to incarcerate people for expressing their ideological, religious or moral opinions."
This motion against the Anti-discrimination Law is supported by one of Colombia's most politically powerful and controversial individuals, Inspector General Alejandro Ordoñez. Ordoñez requested that the court repeal the law because he believes it punishes racial, religious and sexual orientation-related discrimination. He claimed that the law, "violates the rights to free expression and religious freedom."

He said that Qatar, the biggest financial backer of Egypt’s Islamist-led government, “did not ask for anything in return” for its aid.The new financial injection could buy Egypt time as it seeks to avert social unrest over fuel shortages and food price increases during a long, hot summer in the run-up to parliamentary elections expected in October.Qatar is one of the most active regional players in providing humanitarian assistance to win hearts and minds, says Stanford University’s Lina Khatib. Egypt’s military participated in torture and killings of pro-democracy advocates,  according to a new report cited by Egypt Source. Nevertheless, the recent anti-Christian violence, which left six dead, has amplified calls for the military to reclaim power, notes a prominent analyst. Public support for a military takeover accelerated after December 5, when the Brotherhood used organized violence against protesters outside the presidential palace, with one poll suggesting that 82 percent of Egyptians want the military back in power, says [[[[[Eric Trager, an analyst with the Washington Institute for Near East Policy. ]]]]]]
“Yet despite this pro-military mood swing, the generals are staying away from direct political involvement for the time being,” he writes for the Atlantic’s Democracy Report:
Rather than ruling, the military is focusing squarely on managing its narrow, mostly economic interests [between 15 and 40 percent of Egypt's economy]. In some cases, it is even using its vast resources to boost its image while the Brotherhood’s falters. This will help the military justify its return to power if Egypt’s current political chaos threatens its assets….. And despite occasional military statements warning that its “patience” with the Brotherhood is wearing thin, a top military leader told me that the military isn’t eager to run the country.
Reports that the Muslim Brotherhood-backed Prime Minister Hesham Qandil is planning to amend the constitution have added to secular-liberal concerns.
“He’s preparing amendments to be submitted to the next parliament and that’s not illegal,” said constitutional expert Raafat Fouda, adding that Qandil is using the same people who drafted the constitution or people with similar ideologies. “He should have used those who opposed the constitution for amendments because if the people he chose knew better, they would have produced a better constitution from the first place.” Mohamed El Baradei, a leading opposition figure, has offered to negotiate a settlement to the political crisis with President Mohamed Morsi on three conditions: a “neutral and credible” cabinet, an independent prosecutor general and a panel to draft a new election law, the Project for Middle East Democracy reports. Islamists have “hijacked” the revolution and Morsi’s policies lacked “rationalism”, Baradei said, adding that he feared a “collapse of the state.”The regime’s crackdown on NGOs and proposed restrictions on foreign funding are also promoting concern about the country’s authoritarian drift.
“But why are foreign funds so nefarious when received by NGOs yet apparently uncontroversial when received by others?” asks a leading human rights advocate:
The Egyptian military receives billions of dollars in aid from the United States; does that make it a subversive organization? The Egyptian government is desperately seeking foreign funds from the International Monetary Fund (IMF); is that an act of treason? Egyptian businesses are clamoring for foreign direct investment and the spending of foreign tourists; are these acts of disloyalty? Of course not, Human Rights Watch director Kenneth Roth writes for Foreign Policy:
So why is it any more wrongful for NGOs to solicit financial support from foreign friends? Bolstered by foreign funds, the army, the government, and the business community all seek to advance their political agendas; why should only NGOs be singled out for restriction? It leaves the impression that their real sin is not accepting foreign contributions but criticizing the government and ruling party.
The relative weakness of the democratic opposition one of the tragic surprises of the Arab revolts, Thomas Friedman writes in The New York Times, citing Marc Lynch, a Middle East expert at George Washington University:Many of the more secular, more pro-Western Egyptian political elites who could lead new center-left parties, he said, had been “co-opted by the old regime” for its own semiofficial parties and therefore “were widely discredited in the eyes of the public.” That left youngsters who had never organized a party, or a grab bag of expatriates, former regime officials, Nasserites and liberal Islamists, whose only shared idea was that the old regime must go.
Nevertheless, since taking power, “the Brotherhood has presided over economic failure and political collapse,” said Lynch.
“They have lost the center, they are feuding with the Salafists, and they are now down to their core 25 percent of support. There is no way they should win a fair election, which is why the opposition should be running in — not boycotting — the next parliamentary elections.” The old line that you have to wait on elections until a moderate civil society can be built is a proven failure. “You can’t teach someone to be a great basketball player by showing them videos,” he said. “They have to play — and the opposition will not become effective until they compete and lose and win again.”
With the secular liberals in disarray, the military’s shopping/community-center facility in Suez centered on the Badr Hypermarket suggests that it may be playing a longer game.
“In providing discounted goods to the broader population, the military is adopting an outreach model that the Muslim Brotherhood perfected long ago,” says Trager:
Well, I asked, had President Morsi, as Supreme Commander of the Armed Forces under the new constitution, signed off on the use of public funds for building this military-run shopping complex? “He should!” the colonel responded. “If you’re the president, and there’s something in the people’s interest, should you sign off on it? If he’s smart, he’ll agree. If he doesn’t sign, he’s not smart.” (Other officers told me, off-the-record, that Morsi had not been notified of the facility’s construction, and expressed their view that the military had no obligation to alert him of this fact.)
“No matter what the military’s intentions are, however, the Suez project is boosting its image just as the Brotherhood’s is plummeting, and it’s feeding hopes for a military coup,” he notes, even if the armed forces “won’t provide the path towards stability any more than the increasingly autocratic Muslim Brotherhood .”

The Tel Aviv-based civil rights group Shurat HaDin – Israel Law Center has written the Teachers Insurance and Annuity Association – College Retirement Equities Fund (TIAA-CREF) today to inform them that the adoption of a resolution boycotting Israeli firms and investments would be in direct violation of New York and Federal law. Recently, anti-Israel activists from the Boycott, Divestment and Sanctions (BDS) movement, submitted a resolution to the TIAA-CREF calling upon it to divest from Israeli companies. The resolution will voted upon at the fund's upcoming membership meeting.Nitsana Darshan-Leitner, the director of Shurat HaDin – Israel Law Center, stressed that if the TIAA- CREF adopts the resolution it would be officially taking an extremely hostile position against the Jewish State and its companies and unfairly involving itself in the Middle East conflict."Considering that the TIAA-CREF's corporate charter limits its proper function to conducting business 'to aid and strengthen nonprofit colleges, universities' we do not understand how a biased and malicious resolution like this can properly be presented to their membership. WESTERN SUBVERSION .REGIME CHANGE THRU RETHORIC,CRITICISM,AND SHADY FUNDING...  Democracy in Retreat? Prescriptions for the future
The failure of young democracies in so many regions of the world has had enormous consequences, writes Joshua Kurlantzick. Most obviously, the renewed strength of authoritarian rule means that billions of people continue to live under repressive or pseudo-democratic hybrid regimes, deprived of the freedoms most in the West take for granted. But external actors can regain the initiative, he argues in this extract from his new book*, by adopting new approaches to democracy assistance.
Outside actors can have the greatest impact on democratization at three critical points in the process. First, when countries are still under authoritarian rule, outside actors can play a significant role through rhetorical criticism, funding of prodemocracy dissident groups(ED NOTE:SUBVERSIVES) inside the country, or just publicly providing a different model of governance to authoritarianism, one that average citizens of an autocratic state can see. This role was played in the 1980s when the United States and Western Europe increased their rhetorical condemnation of Soviet bloc rulers, boosted their support for broadcasts into the Eastern bloc, provided exchange programs for intellectuals, and helped promote labor rights and other civil society.Once a developing nation has begun to make a transition to democracy, outside actors have their second chance to make a significant impact. In the early years of the transition, when countries normally are more aid-dependent, political culture and institutions are still in flux, and the possibility of a regression to authoritarianism remains, major donors can play a dual role: they can continue using aid money and rhetoric to demand that the countries do not regress to authoritarian rule, while simultaneously offering critical expertise in areas like developing civil society, fighting corruption, and holding and monitoring elections. With democracies so nascent, this expertise is more likely to be needed and absorbed than later on when countries like Tunisia would develop their own cadres of experts, and when politicians, labor leaders, and journalists might be more resistant to training programs from foreign nations. 
Meanwhile, leading democracies can be using aid money and bully pulpits to try to ensure that elements from the previous authoritarian regimes do not return to power: Washington can warn the military in places like Thailand not to launch coups, link aid to benchmarks of democratization, and work with developing nations to create reasonable systems of accountability for former authoritarian leaders.  Of course, the United States, which is widely unpopular today in countries such as Egypt, needs to be cautious—if its pressure on developing nations to stick to a democratic transition becomes counterproductive, then it may be better to stay quiet, at least for a time.
Finally, as developing countries’ democracies become more stable and mature, donors can play a third role. By this point, as in Indonesia, the Philippines, or South Africa today, the process of democratization is unlikely to be reversed, and is less dependent on aid as a percentage of its national budget. At this point developed democracies can help solidify these nations’ democracies by recognizing progress and including them in international institutions like the G-20 and other groups, citing them as examples of democratic change, and working alongside local democracy promotion specialists from these countries on the ground, as equal partners by, for example, calling on democracies like Indonesia or South Africa to send experts—in elections, budgeting, media, or other topics—to developing countries at an earlier stage of democratic development.
Focus Spending on Best Prospects
Democracy assistance should focus more clearly on countries where efforts can make the largest impact with limited dollars. This is not an easy trade-off, and any decision to ignore potential democratic change somewhere will be open to criticism. But it is a necessary selectiveness in an era of diminished resources and significant existing global threats including terrorism and nuclear proliferation, both of which much be addressed as well, at significant cost.  [[[[The United States should be]]]] [[[[[[ consistent in rhetorically]]]]]] upholding democracy and human rights, but focus democracy assistance on a certain spectrum of countries where democratic consolidation seems most feasible, assistance can make a greater difference, and aid can be packaged with multilateral assistance from other donors.]]]]]  Leading democracies can identify the nations ripest for democracy promotion assistance by examining them on a range of indicators, such as those used by Freedom House or the Economist Intelligence Unit, to rank countries that have begun transitions from authoritarian rule to democracy.
