LIBYA WATCH...Carnegie Endowments:Building Libyas Security Sector...by Zionist Ran U.S.

 Frederic Wehrey and Peter Cole‘s recent report titled “Building Libya’s Security Sector” identifies the weakness of the central government, “muddled chains of command, personal rivalries, redundant missions, and bureaucratic competition over resources,” as factors that complicate Libya’s security arrangement. Most armed groups have been folded into the Supreme Security Committee (SSC) and Libya Shield and are intended to support the regular army and police, both of which are quite weak. The SSC and Libya Shield, however, “act with a high degree of autonomy. Some pursue agendas that are ideological and political; others have outlooks that are local, individualistic, and occasionally criminal,” write Wehrey and Cole. The security apparatus in Libya also suffers from administrative deficiencies, dating back to the Qaddafi regime, which leave security institutions “highly dependent on personality politics and backdoor deal making with the various armed groups” and without a system “for rationalizing procurement, force development, training, and deployment.” Other problems plaguing Libya’s security forces include a level of public distrust due to the lack of cleat direction and transparency and the belief among leaders of revolutionary brigades that “the top-heavy ranks of the army leave little room for them to assume positions of authority.”[[[[[[[As a result, Wehrey and Cole make several recommendations to strengthen and improve the Libyan security sector.]]]]]]]]] The recommendations emphasize the importance of national reconciliation through a “broad-based national dialogue” to help transform the Libyan army, the intelligence sector, and the police force into inclusive and transparent institutions. The report also recommends a “defense white paper that sets up a national security architecture, focusing specifically on a U.S. National Security Council–type body that will coordinate disparate efforts” to remedy competition and overlap between directorates. Wehrey and Cole further suggest the dismantling of the Preventative Security Apparatus, which “duplicates functions that should normally be performed by the police and intelligence services.” Other important recommendations include the a “retirement plan to gradually downsize the bloated senior officer cadre,” a pay raise for regular army and police in order to encourage recruitment, [[[[[and increased U.S. and international training of the military and police forces in Libya with careful vetting, political dialogue and institutional reform.]]]]]]

Refrain from basing any troops or establishing any military presence on Libyan soil. The training and mentoring of Libyan forces should be done by foreign forces and contractors outside of Libya.

 Frederic Wehrey  is a senior associate in the Middle East Program at the Carnegie Endowment for International Peace.(oh right ok i see one of the main think tanks and guys there who rationalized the NATO zio western intervention to remove qadafi from power.Hes close friends with Robert kagan a senior associate at Carnegie i should mention.Why should we suspect his best intentions for Libya?Btw since Carnegie is partnered with weapons manufacturers who are clients,wouldnt that present some conflicts of interest?Nahhh fuhhhhged aboud ittt)In 2008, he led a RAND strategic advisory team to Baghdad, Iraq, focusing on post-surge challenges in support of Multinational Forces–Iraq. Wehrey is also a lieutenant colonel in the U.S. Air Force Reserve and has completed tours in Turkey, Uganda, Libya,(he served a tour in Libya???) Algeria, and Iraq, where he earned the Bronze Star in 2003.
