Recent death of ASELSAN engineer met with deep suspicion
The death of Hakan Öksüz -- an engineer working for ASELSAN, a defense industry giant that produces technology for the Turkish military -- who was killed in a traffic accident last month in Ankara, is being viewed with deep suspicion by his family, who believe that he may have been murdered.The 42-year-old engineer was found dead in his car, which crashed into a road barrier on Jan. 25 in Ankara, an accident his family believes was set up. He had been working for ASELSAN, a company that has come to be associated with the suspicious deaths of four of its engineers within the last seven years. The Öksüz family says they are deeply suspicious about what really happened and will be filing a complaint with the prosecutor's office in order to have an investigation opened into his death.Some further details have strengthened the family's resolve that the engineer's death was not an accident but a planned assassination. One of the details strengthening the suspicions is that Öksüz, who had been working on a critical military projects for ASELSAN for many years, sent his family to his hometown, Kahramanmaraş, a year ago reportedly stating: “They are going to hurt me. I don't want to see you harmed. I am under a lot of psychological pressure now.” He frequently told his wife not to tell anybody that he worked for ASELSAN. His family says he was spending great efforts to keep his family out of Ankara in order to protect them from any possible threat.Another detail is that Öksüz was subject to an attack in 2007, which was around the time that at least two other engineers were found dead. Öksüz was kidnapped by unidentified persons, who took his bank cards and their PIN codes by force, and stabbed him in the throat, seriously injuring him. The next day, the unconscious body of the engineer was found under a bridge by municipal sanitation workers who thought the engineer was already dead. Öksüz was taken to a hospital where he underwent treatment and was in recovery for a long time. The kidnappers, who police have not been able to track down, emptied his bank accounts. Öksüz's family believes the incident was not investigated satisfactorily at that time by police, who they claim tried to cover up the incident.Öksüz had been at work on the day he got into the accident, but there was no company access card or identity card found on him or at the scene.Five ASELSAN engineers have died since 2006, and all five of the deaths have been viewed with suspicion.Hüseyin Başbilen, a mechanical engineer who worked for ASELSAN for 10 years, was 31 when he was found dead on Aug. 7, 2006, in his automobile in Ankara's Pursaklar district. Suicide was listed as the cause of his death. He was working on a critical project that would have largely freed the Turkish defense industry from depending on foreign technology.Halim Ünsem Ünal was an electrical engineer. He was 29 when he was found dead near Lake Eymir in Ankara -- killed by a single bullet to his head -- on Jan. 17, 2007. He was working on a critical project in Mikes, an ASELSAN subsidiary, concerning the modernization of F-16 fighter jets. Evrim Yançeken, also an ASELSAN electrical engineer, reportedly killed himself at age 26 by jumping off the sixth floor of his apartment building. All three cases were closed by the prosecutor's office as suicide cases with little or no investigation.The fourth “suicide” in this chain of suspicious deaths was that of Burhaneddin Volkan, an ASELSAN engineer who was found dead in October 2009 during his military service. His father, Mahmut Volkan, like the families of the other three engineers who died, says he has not believed even for a second that his son committed suicide. Mahmut Volkan spoke to the Akit daily on Tuesday, saying he had talked to prosecutor Fikret Seçen, who was conducting an investigation into Ergenekon at the time of Vokan's death. The fifth death was that of Engineer Öksüz in January.

Mano Negra is not just a middle man who received small payments for his services according to reports. In exchange for his assistance, the retired colonel has allegedly negotiated for himself a leadership position among Los Urabeños and he is heavily involved in the coordination of international and national drug shipments. As a purported paramilitary leader, Mano Negra reportedly receives a cut from the entire Los Urabeños operation.The information comes from three alleged key witnesses -- a retired member of the security forces, and two former members of Los Urabeños -- who have been assisting the Prosecutor General's investigation.These same witnesses allege that Mano Negra has links to the infamous Mexican drug cartel, "Los Zetas,"(leaders trained by u.s. military base fort benning) having sent retired Colombian special ops soldiers to train members of the cartel and to provide them with protection.The investigation is reportedly being conducted with close collaboration between Colombia's prosecutor general and the United States Drug Enforcement Agency (DEA), both of whom allegedly have in their possession records which corroborate the allegations made by the three key witnesses.

The doctrine of national security imposed by the United States on Latin America, which fostered the dictatorships of the 1970s and 1980s, is making a comeback in Honduras where a new law is combining military defense of the country with police strategies for maintaining domestic order. “We are back again with old national security concepts dating from the Cold War era in Central America, and the danger is that the former anti-communist rhetoric may be used against the ‘new threats’, such as allegedly criminal youth, dissidents against the regime, social protests or for the imposition of absolute powers,” said sociologist Mirna Flores.
The law created the National Directorate of Investigation and Intelligence (DNII), a key agency in the security structure that does not appear to be accountable to any other body, and does not appear to be under democratic civilian control.“This bill unites or fuses military defense and internal security, which is dangerous, because one of the aims after the Cold War was to separate these fields, due to the negative effects (their union had) on systematic violation of human rights” in the region, sociologist Mirna Flores, an expert on the issue, told IPS.“We are back again with old national security concepts dating from the Cold War era in Central America, and the danger is that the former anti-communist rhetoric may be used against the ‘new threats’, such as allegedly criminal youth, dissidents against the regime, social protests or for the imposition of absolute powers,” she said.The approval of the law on Jan. 14 took human rights organizations, civil society groups and academic bodies by surprise, because of the rushed nature of the legislation, the lack of consensus-building and the skipping of two of the three debates necessary for passing laws in parliament.Sergio Castellanos, a legislator for the left-wing Democratic Unification Party, was the first to react when the bill was introduced. He asked for time for a fuller debate, but was overruled by the large right-wing majority comprising representatives of the governing National Party and one wing of the Liberal Party.The law was passed amid a whirlwind of parliamentary activity, along with constitutional reforms and other laws that have engendered controversy in the country, such as mining regulations and suspension of all tax exemptions, pending review.The Intelligence Law has some loopholes consisting of a lack of conceptual definitions, included in modern legislation in order not to allow room for discretionary interpretations or decisions.Roberto Cajina, a civilian consultant on security, defense and democratic governance, told IPS that lack of definitions and limits in the text of the new law could give rise to “temptations” for abuse.“It must be clearly understood what is meant by investigation, intelligence, strategic action, privacy protection, national security, special units, covert operations, special agents, special protection measures, secret funds and special risks, to cite just the most important definitions that are lacking in the law,” Cajina said.Article 28 out of the 33 articles in the law says the DNII may recruit active members of the armed forces and the national police, Cajina said. This is “a very delicate matter and should be studied with care,” he said.“As it stands, it is a dangerous precedent. One could warn of possible ‘piracy’ of the DNII toward the armed forces and police. What kinds of intelligence do each of them carry out?” he asked.“We are alarmed at this law that was tabled without ceremony, but also without debate, and furthermore, relying on old Cold War concepts,” activist Bertha Oliva, of the Committee of Relatives of the Detained and Disappeared in Honduras (COFADEH), told IPS.Oliva said she was concerned by some aspects of the law, especially the power it gives the DNII to create “special investigation and intelligence units” and to cooperate with “other state intelligence bodies”.“Does that mean there are more? Which ones? Why do we know nothing about them? I think there are many loopholes that could lead to abuses,” she said.In the 1980s, members of the Honduran intelligence corps(BACKED BY US GOVT) created the so-called Batallón de la Muerte (death squad), which was responsible for the forced disappearance of 187 people for political and ideological reasons, according to an official report.

Pentagon Continues Contracting US Companies in Latin America

The Pentagon signed $444 million in non-fuel contracts for purchases and services in Latin America and the Caribbean during the 2012 fiscal year, an overall decrease of nearly 15% from the previous year. But USmilitary spending in the region is still considerably higher than during the George W. Bush administration, when the equivalent Pentagon spending in Latin America averaged $301 million a year.FOR conducted an analysis of Defense Department contracts listed on usaspending.gov for Fiscal Year 2012, building on the review we did last year.More than a third of funds for these contracts in the region are being carried out in Cuba, with $158 million for housing upgrades, intelligence analysis, port operations and other services. The United States maintains the Guantanamo naval base in Cuba, site of the 11-year-old detention center that holds 171 prisoners without trial, many of whom have been cleared for release.An additional $130 million in Pentagon contracts was for fuel purchases, including more than $44 million in Brazil, $35 million in Costa Rica, and $24 million in Honduras. Such fuel purchases supply the Fourth Fleet of the Navy, as well as military aircraft and land vehicles used in exercises, operations, and training.Colombia remained the country with the largest amount of Pentagon contracts in continental Latin America, with $77 million. A multi-year contract shared by Raytheon and Lockheed for training, equipment and other drug war activities accounted for more than a third of Pentagon contract spending in Colombia. Honduras, which has become a hub for Pentagon operations in Central America, is the site for more than $43 million in non-fuel contracts signed last year.The US Southern Command (SouthCom), responsible for USmilitary activities in Central and South America and the Caribbean, is assisting the Panamanian border police, known as SENAFRONT, by upgrading a building in theSENAFRONT compound. The force was implicated in killings of indigenous protesters(PDF) in Bocas del Toro in 2011, and fired indiscriminately with live ammunition (PDF) on Afro-Caribbean protesters last October.

Many countries that host USmilitary activities hope to receive economic benefits and jobs as a result. But more than five of every six Pentagon dollars contracted for services and goods in the region went to US-based companies. Only nine percent of the $574.4 million in Pentagon contracts signed in 2012 (including fuel contracts) were with firms in the country where the work was to be carried out. In the Caribbean, there were virtually no local companies that benefitted from the $245 million in Defense Department contracts.A few corporations dominated Pentagon contracts in the region. In addition, the US military spent another $8.1 million on fuel in Guatemala last year, probably for “Beyond the Horizon” military exercises held there and in Honduras from April to July, and perhaps to support the deployment of 200 Marines to Guatemala in August.The contracts included new assistance to the Guatemalan special forces, known as Kaibiles, former members of which have been implicated in giving training to the Zetas drug cartel, as well as the worst atrocities during the genocide period of the 1980s. Two contracts, funded by SouthCom and signed in September, were for a “shoot house” and “improvements” at the Kaibiles training base in Poptun, Petén.“Mini-Bases”
