The attorney Jose Pertierra denounced the confessed terrorist Luis Posada Carriles argued before the Federal Court of El Paso, that his long years of work with the Central Intelligence Agency (CIA) had misled him, confused him and that he was suffering from memory loss.

Pertierra says that the government wants to exclude from trial all evidence of the relationship of Posada Carriles with the CIA, saying that it was not relevant and that is confidential. That's because, clarifies Pertierra, Washington knows Posada has much to say and it is trying to limit the testimony and evidence as much as possible in order to prevent the crimes committed by Posada Carriles through decades of work for the CIA from coming to light. There are declassified CIA cables and confessions of the perpetrators of the crime which state that Posada masterminded the bombing of a Cubana airliner Aviation on October 6th 1976, when 73 people died, the lawyer recalled. He also recalled that Venezuela filed a request for his extradition in June 2005 and it is still pending without the White House answering to it, and that Posada confessed to The New York Times in 1998, that he orchestrated a terrorist campaign against the hotels and restaurants in Havana.

Scaroni, meanwhile, described as a dream come true ENI's share in the joint venture, in which PDVSA will have 60% of the shares. The companies will operate a 424-square-kilometer (164-square-mile) area of the Junin 5 block and could begin producing roughly 75,000 barrels of crude per day in 2014.

Chavez noted that the US Geological Survey recently put the amount of recoverable heavy crude in the Orinoco Belt at 513 billion barrels, meaning Venezuela holds the world's biggest oil reserves. That US government agency said in its assessment, released Friday, that that oil region of eastern Venezuela was the largest accumulation its technicians had ever assessed.

PDVSA had earlier estimated that the Orinoco Belt had 1.3 trillion barrels of oil but that only 280 billion was technically recoverable. But the USGS study, the first to provide a precise estimate of the amount of oil technically recoverable with current technology and methods, says the area is twice as crude-rich and therefore puts Venezuela's reserves well ahead of Saudi Arabia's total of 266 billion barrels.

El Universal: The Venezuelan government has published a list of goods that will be subject to import and export operations which will be carried out exclusively by Venezuelan state-run companies with Cuba, Ecuador and Nicaragua, as part of the Unified System for Regional Compensation (Sucre).

According to the Official Gazette No. 39,355, dated January 27, 2010, which circulated on Thursday, the payment mechanism used with the Sucre will be subject to the provisions established by the Regional Monetary Council of Sucre. Some of the goods to be imported by Venezuela in a first stage, ending in June 2010 are yellow corn, paddy rice, beans, soybeans, potassium chloride, sulfuric acid, cotton sewing threads, isopropyl alcohol, among others, the official news agency Agencia Bolivariana de Noticias (ABN) reported.

Among the goods to be exported are fresh melons, plantains, watermelon, non-decaffeinated roasted coffee, corn meal, mangoes, orange juice, cocoa beans, lard, cocoa paste, black beans, fowls of the species Gallus domesticus, sardines, methanol white oils, lubricating greases, aluminum sulfate, aluminum wire, and gasoline.

During the opening of round table talks with business sectors, President Chavez revealed that the owners of the recently expropriated Exito hyper-markets, namely the French Casino Group, have made a business proposal.Chavez commented that the Casino group is annoyed with their managers in Venezuela for re-marking prices of products and speculating. The group apparently wants to enter into a joint venture with the government. Chavez has admitted that he is assessing the situation.

Speaking to Venezuelan business people, Chavez confirmed that he is offering them joint ventures in which the State will guarantee imports at $1/Bs.F 2.60. He has also said he would lower interest rates for those requesting and getting credit from the Bicentenary Fund.At Miraflores Palace, Chavez spoke to Federation of Industry (Fedeindustria) president, Miguel Perez Abad, Pork Farming chamber president, Alberto Cademus and the president of Ron (rum) Santa Teresa, Alberto Vollmer. There are around 2,800 business persons ready to join up to the government's substitution of imports plan.

The President declared that it is the right moment to "deepen the productive economic revolution and open up new spaces within the transition period from the old dependent, backward, exploiting capitalist model."Chavez told the businessmen that the government was moving towards hegemony of the social property of the means of production but he does not exclude private property.

IMA (AFP) – Peru's mining, oil and energy association (SNMPE) said Saturday it has expelled US mining company Doe Run from its roster for not cleaning up its pollution problems, which environmentalists say are among the worst in the world.

"It has not shown... any willingness to comply with its environmental commitments and its obligations to the country, its workers, the La Oroya population and its creditors," SNMPE said in a statement.

Doe Run in 1997 took over La Oroya mining complex and the Cobriza copper mine in Peru's central Andean mountain region, where it mines for lead, copper, zinc, silver, gold and a series of byproducts including sulfuric acid.

As much as 450,000 gallons of crude oil spilled in a southeast Texas port Saturday after two vessels collided, the U.S. Coast Guard said. No injuries have been reported, but part of the port has been closed and some nearby residents have been evacuated.

Port Arthur police Sgt. Ken Carona told television station KFDM that fewer than 100 people were evacuated from the area because of hydrogen sulfide - a hazardous gas with a rotten egg smell - that was emanating from the oil.

Wrong diagnosis, wrong cure The view that stopping immigration to wealthy countries is a good way to fight global warming rests on the simplistic idea that because immigrants come from countries with low per capita emissions to countries with high per capita emissions, they increase total emissions simply by moving. 

This argument is false on its face. To calculate “per capita emissions”, we simply divide a country’s total greenhouse gas emissions by its total population. This provides a useful baseline for comparing countries of different sizes — but it tells us nothing at all about the emissions that can actually be attributed to individuals. In fact, most emissions are caused by industrial and other processes over which individuals have no control. 

In Canada, for example, no change in the number of immigrants will have any effect on the oil extraction industry at the Alberta Tar Sands, described by George Monbiot as “the world’s biggest single industrial source of carbon emissions”.  Reducing immigration to the US will have no effect whatsoever on the massive military spending — up 50% in the past decade — which ensures that the Pentagon is the world’s biggest consumer of oil. To put that in context: a study published in March 2008 found that the CO2 emissions caused directly by the Iraq war until then were equivalent to putting 25 million more cars on the road in the US.

On Thursday January 28, at around 9 p.m. Andrea Caraballo, Guadalupe Rodriguez Lopez, James Wells and Jennifer Lawhorne were eating ice cream in the zocalo of Oaxaca. At that time, one of us recognized the face of the governor of Oaxaca who was about nine feet away from us. As a friend of Brad Will, a U.S. journalist who was killed in Oaxaca in 2006, one of us took advantage of the governor's presence to ask him about the case of Mr. Will, which to this day remains unresolved. We didn't receive a response from the governor who continued walking and we continued strolling in the zocalo with our ice creams.

Five minutes later, between six and eight police agents, some in official uniform and others dressed in plainclothes, surrounded us, demanding to see our identifications and made us walk with them to a municipal police truck. While the police forced us to get into the back of the truck, we asked them why they were taking us away and to where they were going to take us. The police refused to give us any information.

A government adviser on combating extremism among young Muslims today accepted substantial undisclosed damages over a newspaper claim that he supported al-Qa'ida.Systems engineer Inayat Bunglawala, who lives in Luton, is a spokesman at the Muslim Council of Britain and, in 2005, was appointed one of seven conveners for a Home office taskforce.

He brought libel proceedings over a March 2009 Mail on Sunday article which alleged there were strong grounds to suspect him of unlawfully stabbing a man at his home in December 2008, and that he was an extremist who supported Abu Qatada and al-Qa'ida.

His solicitor, Stevie Loughrey, told Mr Justice Eady at London's High Court that Mr Bunglawala did not commit any criminal act in relation to the December 2008 incident.As Associated Newspapers now accepted, he was forced to act in self-defence to protect himself and his family against an intruder, who it later turned out was so drunk he had no recollection of the incident.
