BOLIVARIAN REVOLUTION- STRATEGY AND TACTICS-FROM WORLD CRISIS TO CELAC http://www.avn.info.ve/contenido/world-crisis-celac  Due to several reasons, it is hard in our days to keep the pace on world's politics dynamism. Parameters that were strongly established for centuries by Western countries, accepted whether by reason or by force in almost the entire planet, are starting to fall apart -paradoxically- bombed by the same who created it.Debates are hold to determine if the current crisis is responsibility of the world capitalist system prevailing in the planet since just about a century and a half or the Western civilization model established for the last 25 centuries first in Europe and then imposed to the rest of the world through conquer, war, subjugation, extermination of hundred of million people and imposing a culture, a way to behave, a behavior pattern, a system of values and a political paradigm that have been assumed as if it were universal. These debates are not just academic or theoretical.Of said model, capitalism and imperialism are just the last stages. The former emerged in the 19 century and the latter, more recently, in the past century. All that, as I said before, goes beyond mere theoretical definitions because its elucidation should entail different kind of behaviors from those actors with decision power, most of all, with respect to foreign policy and international relations.Widely accepted definitions were transformed into principles and added within constitutions and within legal structures sustained by the Charter of the United Nations, which also drafted the Universal Declaration of Human Rights. Democracy, human rights defense and sovereignty, among other, have become old, have been violated and have been overwhelmed by the imposition of force, leading humanity back to barbarism. When universally accepted parameters that should rule States' international behavior are overwhelmed in benefit of profits. When values enshrined to preserve life in planet are sacrificed for the interest of a single nation. When hundred of thousand of people are murdered just to maintain life standards of a minority in the planet sustained by undiscriminated consumerism. When governments -whether right or "left", like in Europe, are not able to sustain their model; fall due to the weight of their incompetence and their subjugation to certain powers that be; and can not solve the most basic necessities of their citizens. When Western representative democracy is not able to find solutions and, by means of antidemocratic coercion, imposes bankers to replace politicians and rule governments, as happening in Greece and Italy. When the United States uses its Eastern connections, adversaries of China, like his Korean ally Ban Ki-moon in the United Nations and Japanese Yukiya Amano in the International Atomic Energy Agency (IAEA) to implement war as a method and brutality as a system. When the Managing Director of the IMF, Christine Lagarde, visits Beijing to demand China to be more committed to the world financial crisis and save Europe. When Iran, Syria and Pakistan are threatened to be attacked if they do not follow the rules set by the United States and the other swine States, creating conflicts in a region where three countries own nuclear weapons (Israel, India and Pakistan), which could unleash the Third World War eradicating any kind of human existence in the planet. When all that happens, it is obvious that the crisis we are facing is way deeper than just an elemental trance of the economy and world's capitalist system, no matter how deep might be. This is a crisis of the civilization. Therefore, we are in front of the dilemma: to save ourselves and save us all or to perish victim of non-stop bestiality from the powers that be.Latin America and the Caribbean, amidst this sad catastrophe, sailing on agitated seas, moves forward with some difficulties, but steadily heading to safer harbors. Amidst turbulences, the region emerges as a space of progress against rest of the world currents. Our uncertainties are cleared in the increasing number of integrationist spaces that are being conformed for economic, political, defense and security matters.UNASUR is currently a reality and the next summit in which the Community of Latin American and Caribbean States (CELAC) will be founded point in that direction.Integration and union are our only solution. No country has political viability by itself in the world of tomorrow, not even the most powerful ones. Nations will have to face challenges belonging to countries ruled by diametrically opposed governments; nonetheless, the CELAC must not become an alliance of governments, but a confluence of States. If any of them believes that it will be saved for holding a privileged relation with any world power, the examples of Iraq and Libya are still too fresh to recall the words of 19 century British politician Lord Palmerston, when he was criticized for not supporting independence struggles of colonies in America, just to keep the alliance with Spain: "We [Great Britain] have no permanent allies, we have no permanent enemies, only permanent interests."Said quote is fully valid to understand current United States policy and could be extensive to the reality of relations of any South country with any power. Our interests are those of our peoples, who have strong cultural, religious and linguistic identities and who were divided by the colonial project of those who created territories that gave origin later to the national States after independence. In the last two centuries, the imperial interest of the American power has fostered conflicts inherited from colonies to divide and conquer. The next Summit of the CELAC in Caracas, on December 2 and 3, will make us stop talking about "Liberator Simon Bolivar's Dream" to start talking about "Liberator Simon Bolivar's Plan." Such Plan shall come true as for our asymmetries, our differences, and our political and geographical distances. That is the challenge to overcome and defeat. The Liberator never envisaged it otherwise, in a premonitory way. In the Letter from Jamaica, he deemed differences were a reality to accept and subjugate: "Because successes have been partial and spasmodic, we must not lose faith. In some regions the Independents triumph, while in others the tyrants have the advantage. What is the end result? Is not the entire New World in motion, armed for defense? We have but to look around us on this hemisphere to witness a simultaneous struggle at every point."Just like that, the citizens of this Our America shall have a feasible future and be able to overcome this deep civilization crisis of which capitalism and imperialism are its last and terminal stages.
