AMBASSADOR OF VENEZUELA TO UN - (IMPERIAL POWERS) Safeguarding civilians: an excuse to transgress peoples' sovereignty http://www.avn.info.ve/contenido/safeguard-civilians-excuse-transgress-peoples-sovereignty  Neoliberalism and savage capitalism ideologists created the term "responsibility to safeguard civil population" as an excuse to be used by imperialist countries to break peoples' sovereignty and self-determination, denounced Venezuelan Ambassador to the United Nations, Jorge Valero, during an open debate held at the Security Council over safeguard of civilians in war zones."The term 'responsibility to safeguard [civilians]' is a lethal weapon used by imperialists to justify and impose their interests. The most passionate supporters are precisely those countries that have implemented colonial policies and subjugated the south countries in the past," he stressed.Valero said, for instance, it was immoral that the UN Security Council use the phrase "safeguard of civilians" to overthrow governments in developing countries, intervene outrageously in the internal affairs of sovereign states, and to favor transnational corporations "which obtain cynical profits from the destruction and reconstruction of countries."He reiterated that the alleged "safeguard to civilians" is a notion reformulated from old imperial political theories carried out to invade sovereign countries."Western powers used to assure that they have some kind of civilized superiority to invade sovereign peoples, so as to distance them from barbarism. Peoples are the only responsible of their own fate. Therefore, we must reject permanent foreign intervention of imperial powers in the internal affairs of the countries in the South, under the pretext of safeguarding civilians," he underscored.The Venezuelan diplomat pointed out that if civilians need protection, measures should be implemented by peaceful means and using more appropriates options, like diplomacy and dialogue, to reach peace and security."Responsibility over safeguard of civilians competes only to states themselves and any assistance from the international community -if needed- should be approved first by the affected State," he added.Valero said that a clear example of intervention under the excuse of protection for civilians took place in Libya. The "collateral damages" left in said North African country by the North Atlantic Treaty Organization (NATO) were children, women and old-adults."Such despicable practice distorts the principles enshrined in the Charter of the United Nations and downgrades the noble purpose of safeguard civilians," he underscored.Jorge Valero ratified that the Bolivarian Government of Venezuela condemns any kind of aggression against civil population "no matter who commits them."Nonetheless, "the world has been witness how bombs and missiles have been launched indiscriminately against innocent people, leaving thousand of deaths on behalf of safeguarding civilians."
