Mejia said that approval of the plan in 2012 will take place at a meeting of the Defence Council to be held on 10 and 11 November. The plan focuses on four areas related to defense policy, which examines all initiatives submitted to establish methodologies to standardize mechanisms for transparency in the military inventory. A second theme focuses on military cooperation, which highlights the first combined regional exercises on peacekeeping operations.For Mejia, the general spirit around the South American defense Plan, is for example,to give a new function to the regions armies on the development and peace rather than use for war and confrontation.


A third focus of the plan is linked to the defense industry and technology, in what purports to be "upgrade" on issues of military industry to the remarkable development of some nations in the field and analyze how it is being implemented .Mejia found that the region is engaged in an arms race, "but it is important to have an integrated system in the defense industry and technology." The Action Plan also includes the education and training in defense issues and includes full entry into force of the Center for Strategic Studies in Defense, which opened last May in Argentina.


UNASUR, Mejia said, seeks to "create its own doctrine on defense," an initiative launched in 2008 when it created the South American Defense Council.The secretary general of UNASUR was confident that South America will show that it "is a zone of peace" and can solve their problems "without firing a shot," thanks to the trust. Mejia stressed the importance to the region the weight of its natural resources and that "there is a growing awareness that the future defenses are on land, forests, water, hydrocarbons, huge mineral reserves. There's a future potential to begin to develop, "he said.


He also commented that the UNASUR has a new vision of defense "with a very high component of solidarity." UNASUR is formed by Argentina, Brazil, Bolivia, Chile, Colombia, Ecuador, Guyana, Paraguay, Peru, Suriname, Uruguay and Venezuela. Guyana now holds the pro tempore presidency of UNASUR, and pierce Paraguay on October 29 at the V Summit to be held in Asuncion.
