About the project The Global Governance Project ( is a joint research programme of twelve European research institutions that seeks to advance understanding of the new actors, institutions and mechanisms of global governance. While we address the phenomenon of global governance in general, most of our research projects focus on global environmental change and governance for sustainable development. The Project was created in 2001 with the endorsement of the Institutional Dimensions core project of the International Human Dimensions Programme on Global Environmental Change (IHDP).Analytically, we define global governance by three criteria, which also shape the research groups within the Project.First, we see global governance as characterised by the increasing participation of actors other than states, ranging from private actors such as multinational corporations and (networks of) scientists and environmentalists to intergovernmental organisations ('multiactor governance'). These new actors of global governance are the focus of our research group Manus-Managers of Global Change. Researchers Prove Lack of Transparency and Accountability in Global Governance

French Supreme Court Attorney Outlines Hopeful Vision for EU

François-Henri Briard Attorney for the Conseil d'Etat and the Cour de cassation of France Président, Institut Vergennes   Excerpts from a Speech to The Federalist Society for Law and Public Policy Studies National Lawyers Convention Washington D.C.

International law needs the agreement of authentic actors, on common values, to generate a real and binding rule of law. As a laboratory for the integration of national legal cultures, the European Union experience is the "embryo" for the future of international law. Europe remains a work in progress, and it has not reached its definitive shape, neither in its geographical dimension, nor in its political ambition. However, with the ratification of the Treaty of Lisbon and the election of EU executive officers, everything seems to converge, stepwise, in this European upward walking toward a more and more advanced harmonization that, most probably, will soon conduct us to a special form of federalism. But, this federalism must be based on common values.Globalization accelerates time and creates the need to strengthen our fundamental values in order that diversity be transcended in such a “community of nations” brought together by the same vision.

Chavez threatens to nationalize Venezuelan banks

In a broadcast from nationalized farmland in central Venezuela, he said: "To all the country's private bankers ... (I'm saying) he who slips up loses; I'll take over the bank, whatever its size." "You want me to nationalize the banks?" he said during the broadcast of his weekly TV show "Alo Presidente." "I have no problem with that because the banks don't want to extend credit to the poor, they don't comply, they don't want to comply with the bank's purpose for existence, and that is the law."Addressing the banking theme, he said unnamed bankers "are not complying, they do not want to comply with the function for which a bank should exist (such as) that is in the law."This is occurring right now with a group of private banks, that's a demonstration that those private banking sectors don't want to learn, they don't want to accept that there is a constitution ... and that there are laws." Venezuela's banking sector is dominated by 10 banks that control 70 percent of the total funds.Chavez said he ordered the nation's chief prosecutor to investigate why a state bank, Banfoandes, deposited "a giant amount of resources in private banks.""How is it that state resources, which belong to the people ... end up being placed in private banks?" he asked in his broadcast.

Swiss vote to ban construction of mosque minarets much for liberty equalite and pluralism....

History of Swiss Guards at Vatican City The origins of the Swiss guards at the Vatican dates back nearly six hundred years. Pope Sixtus IV (1471-1484) formed a pact with the Swiss Confederation and constructed military barracks in Via Pellegrino after predicting that it would be useful to recruit Swiss mercenaries. The pact was renewed by Innocent VIII (1484-1492) in order to use the Swiss guards against the Duke of Milan. It should be remembered that in those days Italy was not a unified country but rather a series of independent city states that often fought with each other. Alexander VI (1492-1503) used the Swiss mercenaries during their alliance with the King of France. During the time of the Borgias, however, the Italian Wars began in which the Swiss mercenaries were a fixture in the front lines among the warring factions, sometimes for France and sometimes for the Holy See or the Holy Roman Empire.

Nazi Gold: Switzerland

Switzerland 'helped Nazi Germany'

The referendum was held at the instigation of the far-right Swiss People's Party, who had collected the signatures of 100,000 citizens within 18 months calling for such a vote. Under the Swiss constitution, the government has no say in whether a referendum is held so long as this requirement is metAmnesty International has condemned the result. During the campaign, a number of attacks on mosques were reported, with the Geneva mosque vandalised on Thursday. SVP posters pushing for a Yes vote with a woman in a veil in front of a field of black, missile-shaped minarets sprouting out of a Swiss flag were banned in a number of cities for being inflammatory.

Moammar Kadafi petitioned the United Nations to abolish Switzerland. The Libyan leader called the country "a world mafia and not a state."

Scientists ‘grow’ meat in laboratory

The move towards artificially engineered foods has taken a step forward after scientists grew a form of meat in a laboratory for the first time. Researchers in the Netherlands have created what was described as soggy pork and are now investigating ways to improve the muscle tissue in the hope that people will one day want to eat it. Vegetarian groups welcomed the news, saying there was “no ethical objection” if meat was not a piece of a dead animal.

The Real Story behind the Thanksgiving Day

The killings became more and more frenzied, with days of thanksgiving feasts being held after each successful massacre. Susan Bates writes, "George Washington finally suggested that only one day of Thanksgiving per year be set aside instead of celebrating each and every massacre. Later Abraham Lincoln decreed Thanksgiving Day to be a legal national holiday during the Civil War -- on the same day he ordered troops to march against the starving Sioux in Minnesota."

concerning barroso's  new commision appointments...Tony Bunyan, Statewatch Editor, comments: "So there is to be a single Justice and Home Affairs Council, two Commissioners and a single Commission Directorate-General. National experience suggests that there should be a complete separation between Home Affairs and Justice/Fundamental rights. By keeping a single Directorate-General (under a singe Director-General) there is a great danger that the already pervading culture of internal security and control will continue to contaminate justice and rights."

The International Tribunal on Freedom of Association condemned the Mexican presidency

Mexico City is being shaken by an angry popular response to President Calderon sending armed troops and federal police on 10 October to take the state-owned company Luz y Fuerza del Centro (LFC), responsible for the complex mains of central Mexico.  march 11, 2004 in madrid: was it really an islamist attack?

The explosives expert in charge of deactivating it testified in court that this "shoddy piece of work" did not match the complexity of the rest of the device [6]. is also an essential difference between the composition of this bomb and those that did explode. The Vallecas backpack contained 640 grams of screws and nails intended to serve as shrapnel. However, autopsies revealed that none of the victims had been struck by metal projectiles, according to the police who handled them, the two bombs defused on the morning of March 11 contained no such projectiles. What motivated the terrorists to put shrapnel in just one of the bombs? And finally, the circumstances of the discovery of the Vallecas backpack are unclear.During the trial, explosives experts explained that they had searched all the objects left in the train cars four times and confirmed that it was impossible that the found bomb had been among them[8] Testimony of Madrid’s chief explosives disposal expert, protected witness #28296, March 14, 2007. "What I am totally convinced of is that after the search carried out by the TEDAX who worked there, there was not a single backpack containing an explosive device. And I can assure you of that.")Its origin is even more doubtful because the abandoned objects, among which the bomb was purportedly found, were moved 3 times throughout the day of March 11, not always under the best surveillance[9] "La fiscal prescinde del testigo clave de la custodia de la mochila de Vallecas" (Prosecutor ignores key witness on custody of Vallecas backpack), El Mundo, March 21, 2007.)and ended up at the Vallecas police station, contrary to what the judge had ordered. If one adds to this the conflicting testimony about when it was discovered[10] Los enigmas del 11M (The enigmas of March 11), by Luis del Pino (LibrosLibres, 2006), Chapter 24, "Llamame"   (Call me).the fact that the bomb was not mentioned in the inventories of abandoned objects[11] Verdict (2007), page 517: "The truth is that, as emphasized by several parties, the sports bag containing the explosive does not appear on that document."and the fact that there are no photos of the bomb before the time that it was dismantled, the inconsistency of such evidence becomes clear. Notwithstanding all this, the court used it as a key element in rendering its verdict.

Deceitful CRU Works For Corporate World Revolution - Supported by the UK´s and New Zealand´s Governments

The climate deception is now an exposed global conspiracy The New Zealand Climate Science Coalition: We have discovered that the warming in New Zealand over the past 156 years was indeed man-made, but it had nothing to do with emissions of CO2—it was created by man-made adjustments of the temperature. It’s a disgrace.

Here are 5 alleged e-mails from the Futerra-CRU-traffic. A Futerra document is said to have been found among the CRU documents hacked recently. InformationLiberation: "The document included within the climategate treasure-chest is called 'Rules of the Game' and shows deliberate deception on the part of this agency to ensure that the debate would indeed be perceived as being settled. When facts do not convince, they reasoned, let us appeal to emotions in order to get the job done." Be this document among the hacked files or not: Documents do confirm, the CRU is closely interwoven with the UK government, as seen from this list of supporters: History of the CRU: Supporters: i.a. Department of Energy, Department of the Environment (DETR, now DEFRA), Department of Health, Department of Trade and Industry (DTI), Environment Agency, Forestry Commission, Greenpeace International, International Institute of Environmental Development (IIED), World Wildlife Fund for Nature (WWF), Shell, British Petroleum, Stockholm Environment Agency, Sultanate of Oman, Tate and Lyle, UK Met. Office, United Nations Environment Plan (UNEP), United States Department of Energy. Futerra and The UK Department for Environment published the Rules of the Game on 7 March 2005.

Here is an extract of the “Rules of the Game” Why were the principles created? The game is communicating climate change; the rules will help us win it. These principles were created as part of the UK Climate Change Communications Strategy, an evidence-based strategy aiming to change public attitudes towards climate change in the UK. This is a ‘short version’ of a far longer document of evidence. One ‘überprinciple’ emerged: “Changing attitudes towards climate change is not like selling a particular brand of soap – it’s like convincing someone to use soap in the first place.” These principles are a first step to using sophisticated behaviour change modelling and comprehensive evidence from around the world to change attitudes towards climate change. We need to think radically, and the Rules of the Game are a sign that future campaigns will not be ‘business as usual’. This is a truly exciting moment.2. Forget the climate change detractors. Those who deny climate change science are irritating, but unimportant. The argument is not about if we should deal with climate change, but how we should deal with climate change.4. Once we’ve eliminated the myths, there is room for some new ideas. These principles relate to some of the key ideas emerging from behaviour change modelling for sustainable development.6. Use both peripheral and central processing Attracting direct attention to an issue can change attitudes, but peripheral messages can be just as effective.8. Use transmitters and social learning People – learn through social interaction, and some people are better teachers and trendsetters than others. Targeting these people will ensure that messages seem more trustworthy and are transmitted more effectively.

Futerra founder, Ed Gillespie, The Guardian 20 Nov. 2009 shock tactics actually work to shift the public's attitudes and behaviours? Conventional psychological theory suggests that shock ads used to work because their message wormed its way so deeply into our consciousness that we're eventually compelled to act on it. However I'm still not sure it will change behaviour, the danger is that by pumping up the high octane drama of an ad, you increase the risk of viewers feeling manipulated and dismissing it as pure propaganda.

Sneaky: Current credit bailout bill contains carbon tax provisions!

If you look at page 180 of the 451-page monster bailout bill that easily passed the Senate yesterday (PDF here), you will see that it includes at Section 116 language about the tax treatment of “industrial source carbon dioxide.” It also provides, at Section 117, for a “carbon audit of the tax code.” What could a provision about the tax treatment of “industrial source carbon dioxide” and another provision about doing a “carbon audit” of the tax code possibly have to do with restoring confidence in Wall Street’s troubled credit and banking markets? The answer: NOTHING. This appears to be an attempt by global warming alarmists to lay the foundation for a carbon tax in the middle of another crisis, hoping nobody will notice. Under cover of their illegality,  polling stations open in Honduras

The elections in Honduras have been rejected by the majority of the international community, as they are framed into illegality by the non-return of the constitutional president, Manuel Zelaya. From this Saturday, the organizations defending Human Rights in Honduras have denounced the military regime Roberto Micheletti are forcing the civilian population of the frontier departments to go to the polls for the election illegal."We can not participate in elections until it is restored to President Zelaya," said independent candidate, Carlos H. Reyes, to decline to participate in the "farce" for not legalizing the coup. The Resistance Front against the coup of Honduras issued a call for "no vote" on Sunday in elections that are conducted under a coup by the de facto government of Roberto Micheletti. The United Nations Organization (UNO) and the Organization of American States (OAS) announced they will not send election observers, while the U.S. has openly expressed his support for the elections.Among the countries that had supported the coup in Honduras, are Peru, Panama, Costa Rica, U.S. and Israel

Israel joined the countries supporting Honduran elections

Israel joins the governments of Panama, Peru, USA and Costa Rica, who decided to officially support an electoral process that has been rejected by most of the international community.Israeli Ambassador Eliahu Lopez in Honduras, reported Saturday that the government of that country supports the controversial elections that will take place in the Central American nation and the winner resulting from these, because they think the process is the right way to move forward. " U.S. reaffirms support for''free elections''and''fair''Honduran

The U.S. government (USA) confirmed on Friday its support for the elections held illegal de facto authorities in Honduras, and considered that as an opportunity "only" to restore constitutional order in the nation, torn from the coup d'etat against the legitimate President Manuel ZelayaThe U.S. government justified its support for the elections after stating that the Honduran electoral process began "well before" June 28, the day when the legitimate president, Manuel Zelaya, was overthrown by a coup.  The White House obvious that elections, in addition to being organized by usurping authorities will be developed under a state of national emergency and with a large military presence, as the newspaper reported Wednesday Time.  A total of 16 thousand army troops, 14 thousand policemen and five thousand 500 reservists will be deployed throughout the country before, during and after the elections. To that scenario, we add the declaration of a state of national emergency by the de facto authorities, as the paper said.  U.S. argues that candidates participate in elections "legitimate" parties representing a long tradition of "democracy". Meanwhile, independent candidate, Carlos H. Reyes resigned to participate in the charade for not legalizing the coup.  "We can not participate in elections until it is restored to President Zelaya" Reyes said. The election has been rejected by much of the international community, after denouncing the lack of guarantees for its implementation.  The United Nations Organization (UNO) and the Organization of American States (OAS) announced they will not send election observers, while the U.S. has openly expressed his support for the elections

Let's use this crisis to re-think global governance by Anna Diamantopoulou , a former EU social affairs Commissioner, sets out her seven-point agenda for change

We need to move towards a new global governance architecture that is not limited either to general principles or the oversight of financial mechanisms. Global institutions must be strengthened through a network of new rules and responsibilities. Political actors must start to promote the importance of much greater cooperation between the ILO, WTO, World Bank, IMF and the UN’s environmental agency. Membership of these bodies must be accompanied by globally binding standards and material consequences for countries failing to fulfil them

Paper U.S. Air Force on agreement with Colombia was altered

The journalist and researcher, Eva Golinger, launched the complaint made by an article written by her published on Friday which indicated that, despite the change of language, the intentions of the Pentagon remains the same, only now they are disguisedThe American researcher noted in his article that the original document from the Air Force in May 2009 stressed the importance of Palanquero military base, central Colombia, to conduct military operations "broad spectrum" at the continental level and indicated the need to invest $ 46 million to put the facilities of the base; what the City become a Security Cooperation (CSL, in English) U.S. The modification of the original document, sent on 16 November the U.S. Congress entitled "Addendum to reflect the terms of the Defense Cooperation Agreement between the U.S. and Colombia signed on 30 October 2009", completely alters the original language, so now the text makes no mention of establishing a Palanquero CSL; however, maintains the same multi-million dollar project to build it, and only reduces the application to only 43 million. Finally, Eva Golinger indicates that the revised document removes the original language on intelligence operations, espionage and reconnaissance to be carried out from the base in Palanquero and changed all references to operations of "global reach", "security theater" and the increased capacity of the U.S. military to conduct a "war expeditiously" in the region."Washington may try to erase their language about their intentions of war, espionage and military operations in Latin America, but you can not erase the truth. The original document in May 2009 of the U.S. Air Force remains the primary justification for the military agreement with Colombia, "concludes the journalist and researcher, Eva Golinger.

IUCN: Billion hectares of forests with potential for restoration, study shows areas around the world, bigger than Canada, have been identified as having potential to be restored to good quality, healthy forests, a new study has found.“With a global population already approaching seven billion, and forecast to increase to more than eight billion by 2025, the pressure on all of our natural resources is immense,” says Tim Rollinson, Chairman of the GPFLR and Director-General of the British Forestry Commission. “At the same time, the Earth’s forests continue to shrink, and what’s left is increasingly being degraded. We know how to restore forests and make them sustainable. We now also know where we should do it, so we should be getting on with it.”6. Production of the world map of areas with potential for forest restoration was achieved with assistance from PROFOR, the (World Bank’s Programme on Forests and the Government of the Netherlands.)PROFOR is a multi-donor partnership formed to pursue a shared goal of enhancing forests' contribution to poverty reduction, sustainable development and protection of environmental services. Through improved knowledge and approaches for sustainable forest management (SFM), PROFOR seeks to encourage the transition to a more socially and environmentally sustainable forest sector supported by sound policies and institutions that take a holistic approach to forest conservation and management.

The Dutch Attorney J. Wilgers in more recent years looked into the work of Kevin Dowling and reached similar conclusions. According to Wilgers, the IUCN and the WWF (and therefore also the 1001 Club) have been created as fronts for British neo-colonial policies:"In 1948, the IUCN, the International Union for the Conservation of Nature, was established. The most important person involved was Julian Huxley. This IUCN had a close working relationship with the British Colonial and Foreign Office. All his life Huxley had been working on projects related to the conservation of nature. In 1960, he made a trip through the British colonies that were about to become independent. He made sure that the British government was able to keep their hold on the nature reserves located in the countries of the Commonwealth, even today. Somehow he was able to convince the new African leaders that every person from Africa was a natural born poacher. "Great Britain has always been preoccupied with the capture of raw materials from the countries in the Commonwealth and the protection of the unlimited supply of it. It is noteworthy that the IUCN still has the affix, "for natural resources" [International Union for Conservation of Nature and Natural Resources]. I also point to the fact that the IUCN is an extension of the government offices and the public sector of the United Kingdom, because in the end, these are the real beneficiaries. One in Four Teenage Girls Have STDs

According to a report just released from the U.S. Centers for Disease Control (CDC), one in four teenage girls has or has had a sexually transmitted disease (STD). The research shows that many of these girls are infected soon after their first sexual encounter, leading to renewed calls for better sexual health education among teens.

(this is what happens, when children are fed sex, sex, sex, thru television, media, fashion.women have become social butterflies, and sadly enough in an age where std's are everywhere, the number of transmissions of such diseases from kids to kids  are multiplying.)

MY Sun | Thread - M.E.P Nigel Farage Reprimanded For Exposing E.U

An astounding exchange took place in the European Union Parliament earlier this week when MEP Nigel Farage was reprimanded for daring to expose the fact that the EU is an authoritarian dictatorship ruled by unelected bureaucrats to the detriment of national sovereignty. Farage effectively broke a tyrannical 1999 law that states it is illegal to criticize the EU.

Vital that Obama should abandon the old exercise of US double standards

The Cuban journalist Norelys Morales Aguilera tells how last June 17, 2009, a group of Cuban journalism students studying for their Masters' degrees in Sancti Spíritus, Cuba, "addressed President Barack Obama, sending him a questionnaire, equally deserving of a response such as that which he granted the mercenary Yoani Sanchez." They wrote to President Obama:  "When will the people of the United States be able to visit Cuba, and when will the blockade, or so-called embargo, of our country end? (…) When can journalists such as myself and other colleagues from the Cuban media be able to conduct an interview to talk about the Five Heroes and the blockade? (…) Do the Cuban people have the right to choose the social system we desire, or is the US model the only right that exists? Posada Carriles was proven at trial to be the intellectual author of the monstrous crime of bringing down a Cuban airplane mid-flight (1976). This killer escaped from prison in Venezuela and today wanders freely through the streets of the United States. What do you think, Mr. President? Is this case comparable to that of the Five Cuban Heroes?"

Naval junta under Ergenekon control, document shows

According to a document retrieved from a CD seized from the office of retired Maj. Levent Bektaş, who is currently under arrest over suspected links to a large arms cache unearthed in İstanbul's Poyrazköy district, an anti-democratic group within the Naval Forces Command was under the control of Ergenekon, a clandestine criminal organization accused of plotting to overthrow the government.A document titled “My Agendas” on the same CD revealed that the assassination plans were directed by retired Col. Levent Göktaş, who is in jail for suspected membership in Ergenekon, which suggests that the Naval Forces Command junta was under the control of Ergenekon. “Send what is in Dilek Bozkaya's possession to L. Göktaş through the lawyer Serdar Öztürk,” reads a directive on the said document. Both Bozkaya and Öztürk are currently imprisoned for suspected Ergenekon membership. Another note on the same document reads: “We have contacted the Fabricator. The movement for a more brilliant future needs to be more active.” Fabricator is an alias for the Workers' Party's (İP) jailed leader Doğu Perinçek. The document also mentions another Ergenekon-linked plot to launch a bloody attack on students visiting the Rahmi M. Koç Museum in İstanbul. Allard and Gollinger reveal Washington's interference in Latin America

Caracas, Nov 23. ABN.- While thousands of people in the Unites States are sleeping in parking lots or on the streets due to the devastating impact of the economic crisis, that country spends 75 billion dollars in intelligence agencies, almost three times more than 15 years ago. This is the first revelation made by Canadian journalist Jean-Guy Allard and U.S. lawyer Eva Golinger in their book “Permanent Aggression: USAID, NED and the CIA,” launched during Venezuela's International Book Fair (Filven 2009) last week, which will also be presented during the Summit of the Bolivarian Alliance for the Peoples of Our America (Alba) to take place in La Havana, Cuba, in December. In their 193-page book and five chapters, the authors explain the tactics of aggression used by the United States in Latin America, by way of intelligence agencies, as well as actions of interference in Bolivia, Cuba, Honduras and Venezuela. “The U.S. Director of National Intelligence, Dennis Blair, revealed that 75 billion dollars are spent to get into other countries, obtain information and buy consciousness. He also confirmed that the CIA has 200 thousand officials, not to mention agents, collaborators or people under the influence of the Intelligence Community (composed of 16 agencies linked to espionage and infiltration),” the book reads.

Israel, which has recently been condemned by the UN Human Rights Council because of their war crimes (1), asks Germany to build them two new warships – for free. (2)After the German chancellor Merkel argued in front of the US congress that “whoever threatens Israel, threatens us” (3), it seems as if Israel will get what it wants. This wouldn’t, however, be anything new: At the turn of the millennium, Germany financed three submarines spending 560 Million Euros on them. In 2012, there will two additional submarines, this time German tax payers will have to pay 333 Million Euros.
