Magally Moreno, aka''The Pearl''was a person of confidence Luis Camilo Osorio Isaza, who is the current Ambassador of Colombia to Mexico and former Attorney General. Among its activities, the paramilitary was responsible for relations between the United Self-Defense of Colombia (AUC) and the Colombian police.

Minister Venezuelan Interior and Justice Tarek El Aissami, reported Saturday that the Body of Scientific, Penal and Criminal Investigations (CICPC) stopped on 19 November in the city of Maracaibo, Zulia (northwest) to the Colombian paramilitary Magally Moreno, who is sought by Interpol for murder, under the command of Red Notice.  The Aissami said alias "La Perla", 39, was an assistant during the years 2002 and 2003, an official of the Prosecutor of Colombia, Ana Maria Flores, who is currently in prison, and both were in charge of relations between the United Self-Defense of Colombia (AUC) and the Colombian police.  "It (Magally Moreno) a former official of the Colombian Prosecutor's Office, which has ties with senior Colombian DAS has links, links to Colombian army officers, with the Colombian National Police," said the minister.  He reported that the paramilitary leader was a person of confidence Luis Camilo Osorio Isaza, who is the current Ambassador of Colombia to Mexico and former Attorney General of that country. During his stay in the Colombian Prosecutor, Moreno was responsible for removing documents and records of the institution.  The high Venezuelan official added that it "accounts for the institutional and moral decay of the government of Álvaro Uribe Vélez (Â ...), this shows that these bodies are supported on the basis of the drug mafias and paramilitary groups," he said.  He stressed that this represents further evidence of Colombian aggression against Venezuela, while recalling the reflections of Fidel Castro, which pointed to Venezuela and warned that "the paramilitaries are the first strike force to combat imperialism Bolivarian Revolution" the official quoted verbatim.  The Aissasmi ratified the Venezuelan government's commitment to safeguard the territory against the scourge of paramilitaries and drug trafficking and stated their determination to ensure peace, and not let the items transferred the border into Venezuela.

European Union : EU must suspend all upgrading plans with Israel!

Since the EU’s political commitment to upgrade its relations with Israel in June 2008, the human rights situation on the ground has severely deteriorated both in the Occupied Palestinian Territory (OPT) and in Israel. Given these negative developments, the EU should publicly state that the upgrading of EU-Israel relations is on hold, pending tangible progress in Israel’s respect for human rights and International Humanitarian Law (IHL), and that any deepening of relations between the two parties has to be conditioned on Israel’s fulfilment of these commitments.

The EMHRN and FIDH urge the EU to use the upcoming EU-Israel Association Council meeting to put pressure on Israel to: • Cease immediately its unlawful measures of collective punishment against civilians in Gaza, including the immediate lifting of the blockade and the opening of the crossings to goods and people; • Allow access of the UN Human Rights Council fact-finding commission to Israel and to Israeli political and military officials to conduct its investigation into all violations committed during Operation Cast Lead in Gaza; • Dismantle and freeze the expansion of settlements and outposts in the West Bank, including East Jerusalem; • Seek an end to restrictions on the freedom of movement of Palestinians in the OPT and to cease Israeli policies of land confiscation and home demolition in the West Bank, particularly in and around East Jerusalem; • Ensure that practices amounting to the torture and ill-treatment of Palestinian detainees by General Security Service (GSS or Shabak) interrogators immediately cease in accordance with the newly released concluding observations of May 2009 of the UN Committee Against Torture; • Put an end to arbitrary detentions and especially to administrative detention, and detention under the unlawful combatants’ law, which severely violate the due process rights of detainees; • Promote and respect the civil, political, economic, social and cultural rights of Palestinian Arab citizens of Israel, as well as their rights to equitable and fair land allocation, land planning and housing; • Not support the racist and discriminatory laws recently proposed by the Knesset; • Resume its stalled human rights dialogue with the EU and to set up as soon as possible a full fledged EU-Israel human rights subcommittee.

Israeli and NATO officials say Israel will dispatch a warship to join a NATO naval force, marking an upgrade in ties.  An Israeli missile ship will join NATO's "Active Endeavor" naval force, aimed at curbing terrorism in the Mediterranean.  Israeli defense officials say Israel already has a liaison officer with the naval force.  They say the dispatch of the ship within months marks an important step up in Israel's relationship with the NATO alliance.  The move was discussed this week by Israel's military chief of staff and NATO's visiting military commander, Giampaolo Di Paola.  In Brussels, NATO spokesman James Appathurai said Friday the alliance separates such activities from "political events in the Middle East."
