The military paid a total of $285 billion to more than 100 contractors between 2007 and '09, even though those same companies were defrauding taxpayers in the same period, according to a new Defense Department report.
What's perhaps most shocking is that billions of dollars went to contractors who had been either suspended or debarred for misusing taxpayer funds. The Pentagon also spent $270 billion on 91 contractors involved in civil fraud cases that resulted in judgments of more than $1 million. Another $682 million went to 30 contractors convicted of criminal fraud.

On the eve of Yemen’s "day of rage," Yemeni leader Ali Abdullah Saleh Wednesday said he will freeze proposed constitutional changes that would have made him president for life. Saleh's concessions echoed moves by strong-arm rulers in Jordan and Egypt. In his address to parliament, which was boycotted by the opposition, Saleh also announced he was postponing April elections. Yemen is situated at the tip of the Arabian peninsula, a critical passage for shipping between Asia and the West. The nation is wracked with conflict, including a separatist movement in the south, a Shiite rebellion in the north and Al-Qaeda guerrillas. Saleh, who has ruled with an iron fist for decades, is strongly backed by the US, which provides training, advice and funding to the Yemenese military. Undeterred, the opposition says mass protests would go ahead. 45 per cent of Yemen's 21 million people live on less than $2 a day.
