The "war on drugs," is the war on drug-dealers who are not aligned with US interests. If you pass muster with the CIA you can deal all the drugs you want. Whatever is made contraband to control its use is probably something people want and will do much to attain.

As soon as a system is set up in which contraband materials (for which people demand and will pay dearly) are supplied by "underground" characters and blocked by agents whose jobs were created for the sole purpose of blocking supply, you have an unwinnable, internecine “war” on human greed, desire, ego, etc.
