Javier Solana, who stepped down as the European Union's foreign policy chief in November, is joining The Brookings Institution as an expert, the US think-tank said Tuesday.Solana, 67, will head foreign policy research and "participate in the policy debate," according to Brookings, which ranks among Washington's top policy research institutions.In his new role, he will also consult with Brookings programs on transnational governance and the global economy and development.
The bespectacled Solana became a familiar face on the European stage over the past decade, with his affable smile and usual three-day-growth beard.He took over European diplomacy after serving as secretary general of NATO where he led the military alliance into the war in Kosovo in 1999.
"With his many years of outstanding service as Europe's leading diplomat and as leader of NATO during a period of transformation and challenge, Javier will make a significant contribution to the institution's global agenda," Brookings President Strobe Talbott said in a statement.

"Currently we have over $3 billion worth of work going on in Afghanistan," says Colonel Wilson, "and probably by the summer, when the dust settles from all the uplift, we'll have about $1.3 billion to $1.4 billion worth of that [in the South]." By comparison, between 2002 and 2008, the Army Corps of Engineers spent more than $4.5 billion on construction projects, most of it base-building, in Afghanistan.
The Pentagon's most recent inventory of bases lists a total of 716 overseas sites. These include facilities owned and leased all across the Middle East as well as a significant presence in Europe and Asia, especially Japan and South Korea. Perhaps even more notable than the Pentagon's impressive public foreign property portfolio are the many sites left off the official inventory.
While bases in the Persian Gulf countries of Bahrain, Kuwait, Oman, and the United Arab Emirates are all listed, one conspicuously absent site is Al-Udeid Air Base, a billion-dollar facility in nearby Qatar, where the U.S. Air Force secretly oversees its on-going unmanned drone wars.The count also does not include any sites in Iraq where, as of August 2009, there were still nearly 300 American bases and outposts. Similarly, U.S. bases in Afghanistan -- a significant percentage of the 400 foreign sites scattered across the country -- are noticeably absent from the Pentagon inventory.

Who is this writer serving and what is the real story?As an Indigenous person, I always look at "pat" stories with a critical eye. This story sounds like the kind of false propaganda that is always being put out about the Mohawks, that our women are prostitutes, are in the prison system, we are criminals, dealing in contraband, etc. These PR stories are put out about us to justify railroading us into jail for the rest of our lives and to demonize us.
Often they don't have the right person or the facts. It's meant to scare us into towing the line.Why is this writer trying to make us think they are native? Something's seriously wrong here. This writer says that Indigenous are being released into the streets of Kingston. This is not true anymore. QUITO, Ecuador–(BUSINESS WIRE)–In its latest attempt to evade a $27 billion liability in Ecuador, Chevron is misrepresenting key facts about a court-appointed expert who conducted a damages assessment not to the company's liking, representatives of the plaintiffs announced. "Chevron is again trying to strong-arm the court by misrepresenting facts," said Steven R. Donziger, an American legal advisor to the plaintiffs. "This is part of an underhanded attempt to derail a trial Chevron is losing based on the voluminous scientific evidence."
Cabrera, working with a team of 14 scientists, found damages could be as high as $27.3 billion. A court will make a final determination on liability and damages later this year. According to Pablo Fajardo, the lead Ecuadorian lawyer in the case, in its latest court filing Chevron fails to note that: • Cabrera disclosed to the court that he owned a clean-up company before his appointment as Special Master. This fact was properly cited by the court as one of the reasons he was qualified to do the damages assessment. •
Chevron thought so highly of Cabrera's qualifications that it accepted him as a court-appointed expert in an earlier part of the case and paid his fees as required by court rules. • The fact Cabrera's company is qualified to bid on clean-up contracts offered by Ecuador's state-owned oil company is irrelevant. That company, Petroecuador, is not a party to the case against Chevron and would have no role in any eventual cleanup. • Cabrera by virtue of his role in the case would be barred from having a role in a future clean-up.
