A recent report by Ottawa's Coalition to Oppose the Arms Trade (COAT) exposes Canadian complicity in equipping American warplanes and attack helicopters used by Israel.
Beyond its allegations of demonization and hatred, the Reut Institute document presented at the 10th Herzliya Conference also admits the growing success of the BDS movement. “Given Israel's dependence on vigorous trade, as well as scientific, academic, and technological engagement with other countries, this movement towards isolating the country may pose a strategic threat.”

The US authorities continue to harbour Branko Marinkovic, a leader of the Bolivian right-wing opposition accused of financing a terrorist cell to assassinate Bolivian President Evo Morales.Evidence has now come to light that the CIA was receiving information from contacts close to the very same terrorist cell.On April 16, 2009, Bolivian police stormed one of the rooms in the Hotel Las Americas in Santa Cruz to break up a group of foreign and Bolivian mercenaries who were part of a plan to assassinate the Bolivian president and vice president.
Bolivian attorney Marcel Soza revealed on February 11 that evidence obtained from the hotel room showed that Hungarian ex-military intelligence officer Istvan Belovai not only provided reports to the terrorist cell, but also sent information directly to the CIA.Belovai’s reports were used by the anti-Morales group, the Supreme Council, which financed the paramilitary group’s activities. Marinkovic, a large landowner, was one of the leaders of the Supreme Council.
In 2008, Marinkovic was instrumental in the violent campaign waged by opposition forces in Bolivia’s east that aimed to overthrow Morales. He also heads up FULIDE, a fascist group whose members carry swastikas on their marches. Despite strong evidence that he personally funded the terrorist cell to the tune of US$200,000, he has been living freely in the US since July 2009. He joins the long list of terrorists involved in campaigns against the Cuban, Venezuelan and Bolivian governments that are being harboured by the US.

Venezuelan President Hugo Chavez called for regional unity to create a new organization in Latin America and the Caribbean, as agreed upon at the Rio Group Summit, in the light of the obstacles the United States will place. "We are aware that it will not be easy to move toward unity: the US record of ignominies in our lands makes us think so," the president said in his Sunday column "Las lineas de Chavez" (Chavez's Lines)."To unite to be freer, more independent and sovereign is something that, socially and politically, prevents the development of the gringo imperial and neocolonizing agenda," Chavez added.
In that regard, he urged to remember that the United States, along history, has succeeded in keeping the peoples of the region divided to rule.Chavez repeated his opinion that the Organization of American States (OAS) must disappear "sooner or later" because it has become the main instrument of domination.According to the Venezuelan president, the proposed organization, which will exclude the United States and Canada, will make the dreams of patriots like Jose Marti and Simon Bolivar come true, after a long period of fragmentation that paved the way for Washington's outrages.
Chavez warned that unity cannot be decreed, but it is built step by step. He added that after the Rio Group Summit, the imperative of unity is stronger. It has taken its own profile, with inexorable plural and collective will.Regarding the incident at the Summit with Colombian President Alvaro Uribe, who attacked him verbally, Chavez pointed out that it showed Uribe's provocative intention to distort the objective of the meeting.However, he noted that the subordinate cannot be confused with the transcendental: the realization of unity by those of us who share historic and fraternal ties was the spirit of Cancun.

There are currently 127 pending legal cases registered with the World Bank’s International Center for Settlement of Investment Disputes (ICSID), the most commonly used arbitration court. Latin American governments are the targets of 65 (more than half) of these cases.
Mining companies are targeting Latin American countries particularly heavily. Of 33 ICSID cases related to the extraction or distribution of oil, gold, natural gas or other extractive resources, 20 (61%) are against Latin American governments.

Colombia concluded negotiations with the European Union for a free trade agreement Monday, after nine rounds of negotiations.Luis Guillermo Plata, the minister of commerce, said that the negotiations established conditions for Colombia's coffee, banana and sugar exports, while the EU asked for greater liberalization of European dairy, alcohol and car products. Other Colombian products that may be favored under the agreement would include rum, palm oil and chocolate.
Peru was also involved in free trade negotiations, and could see the entry of 32,000 tons of sugar and 30,000 tons of rice into the European market thanks to the agreement.

The UN’s International Narcotics Control Board (INCB) annual report released today pointedly criticizes Argentina, Brazil and Mexico for moving to decriminalize the possession of drugs for personal consumption, cautioning that such moves may “send the wrong message.” The INCB report expresses concern over “the growing movement to decriminalize the possession of controlled drugs” and calls for this movement to be “resolutely countered” by the governments of Argentina, Brazil, Mexico and the United States.
According to the Transnational Institute (TNI) and the Washington Office on Latin America (WOLA), the criticisms leveled today clearly overstep the INCB’s mandate and constitute unwarranted intrusions into these countries’ sovereign decision-making. TNI and WOLA are non-governmental organizations with expertise in both the UN drug control system and Latin American drug policy developments.
