Before reading the WikiLeaks article you may want to check out the following video which shows Haitian sweatshop workers expressing skepticism about the latest (2009) US invention to rob them of a living wage. For them, the HOPE Act seems more like the “NOPE” Act.

At the end of the video Hillary Clinton, in Haiti for a visit, gives a pep talk to sweatshop workers. At first, you might mistake the look on the faces of the workers as disinterest. Actually, there was a bit of a communication problem in that Hillary gave her speech in English which was translated into French which none of the workers understand because they speak Kreyol. The Ugly American, indeed.
