The Hudson Institute hosted a panel discussion on the U.S. Government’s response to violent Islamism on Wednesday, building on a new Hudson Institute report that calls on the U.S. to engage in a reinvigorated “strategic ideas campaign” against extremist ideology. The panel included the report’s authors, Douglas Feith and Abram Shulsky of the Hudson Institute and William Galston of the Brookings Institution, as well as two political commentators, Amb. James Glassman of the George W. Bush Institute and Will Marshall of the Progressive Policy Institute. Feith and Shulsky served in the Defense Department’s Policy Planning wing under President George W. Douglas Feith introduced the report by highlighting what he believed to be the major hole in the U.S. Government’s response to the September 11 terrorist attacks. Feith argued that in addition to defending the homeland and disrupting terrorist networks abroad, it is necessary to counter violent ideology in the Muslim world, which is where the U.S. has failed. Instead of focusing American public diplomacy on broadcasting positive images of America to other countries, America must fully engage with internal debates that are occurring abroad. The objective of Feith’s proposed “War on Ideas” or “Strategic Ideas Campaign” is to “stop people from becoming enemies of democracy in the first place” by amplifying moderate voices and minimizing the reach of violent extremists in venues ranging from religious institutions to pop culture publications. The U.S. Information Agency used to be in charge of this portfolio, but the USIA was disbanded after the Cold War ended and was never replaced. Without employing a proactive strategy, America will be stuck with its current “capture and kill” policy which Feith says amounts to running on a treadmill that continues to speed up.

Abram Shulsky emphasized that the discussion at hand about violent Islamism is neither a discussion about Islamism in general nor the religion of Islam. Although the U.S. Government is rightfully cautious about getting involved in religious debates at home or abroad, Shulsky said that Islamism is a political system and thus fair game for criticism. He also pointed out that many modern variants of modern Islamism actually diverge from traditional Islamic thought and practice, including in its interpretation of who is qualified to deliver fatwas. It is almost unprecedented in Islamic history for a layman such as Osama bin Laden to claim to have authority in the arena of Islamic jurisprudence, Shulsky said. With this distinction clear, Shulsky emphasized that violent Islamism begins with “a basic hostility towards the West,” and the key question in the coming months will be whether or not the new governments that arise out of the Arab Spring adopt this core anti-Western ideology.

Bush presidency, including heading the controversial Office of Special Plans (OSP) in the lead-up to the Iraq War. The OSP, which was accused of distorting intelligence on Iraq, was conceived by Paul Wolfowitz and began its work soon after the 9/11 terrorist attacks.[1] By late 2002, says Hersh, the OSP had overshadowed the CIA and the Pentagon's own Defense Intelligence Agency (DIA), and become Bush's main intelligence source on Iraq's weapons of mass destruction and Hussein's alleged al-Qaida connections.[6] In 2006, as many neoconservatives and other foreign policy hawks were shifting their attention from Iraq to Iran, Shulsky reportedly began work at a newly created “Iranian Directorate” within the Pentagon. William Galston argued that “9/11 proves that ideological history is not over,” alluding to what he believed was the mistaken belief in American Government that the end of the Cold War marked the end of ideological opposition to Western democracy. For much of the 20^th Century the U.S. Information Agency was responsible for tracking and countering foreign ideological threats such as Communism, but the USIA was disbanded soon after the fall of the Soviet Union and many of the agency’s skills were lost. The new Hudson report argues that the U.S. must relearn these skills and employ them to fight violent Islamism, but Galston said that the report’s authors do not recommend simply reestablishing the USIA. Instead, Galston and his co-authors propose a Counterterrorism Ideology department within the National Security Council, supported by a new NGO think tank responsible for convening intellectuals, issuing publications, dispensing grants and conducting relevant research. Under this plan, a new Deputy-Secretary for CT Ideology would be created by a strong executive order, charged with administering the robust program.

Amb. James Glassman began by criticizing the current administration, for whom “the ‘war on ideas’ phrase is an anathema.” In fact, Glassman argued, “winning the War on Terror means winning the battle of ideas. The current administration says that the enemy is al-Qaeda, but “the real problem is ideological and drones can’t kill it.” The threat comes from transnational groups that exploit Islam, and Glassman agrees with the report’s authors that the U.S. Government must be restructured to confront this reality. Glassman favors a new department within the State Department, as opposed to the report’s recommendation for a hybrid NSC-NGO model, because State has a budget and is operational. Wherever the new agency is located, Glassman urged counterterrorist thinkers to move beyond the Middle East and focus especially on Europe, which Glassman said is becoming “Ground Zero” for violent extremism. “Now is the time for a counteroffensive,” Glassman said.

Will Marshall offered several explanations for why nothing has been done recently to counter extremist ideologies: the struggle has no leaders so there is no one to kill off, the U.S. does not want to pick a fight with 1.5 billion Muslims, and there is a myth that only a handful of Muslims are genuine fanatics (as a counterargument Marshall pointed to AQ affiliates in Mali and Sinai). Marshall is worried that Islamist extremism strikes a chord in the Muslim mainstream by exploiting historic grievances against the West and expressing goals that appeal to many poor and powerless people. Marshall took issue with the report’s claim that the extremist phenomenon is not related to anti-Americanism; on the contrary, Marshall argued, there is often a substantial element of revenge against America and the West. In order to fight this rising threat, Marshall said that the U.S. must stop appearing weak and apologizing for its policies in places like Israel. An effective U.S. “War on Ideas” strategy would include supporting modernizers even at the expense of historic autocratic allies, accounting for and working to change economically depressed regional realities, highlighting Islamic terrorist attacks against Muslims to sway to the public’s opinion, and rewriting the rules of war to clarify that terrorism and the killing of innocents is unlawful under any circumstances.
