Bolivia's President Evo Morales said Tuesday that the coup attempt against him in 2008, "the first conspirator was the U.S. ambassador in La Paz. In a press conference in Madrid shortly before the start of the EU-Latin America and the Caribbean, Morales also said the Popular Party, the main Spanish opposition, supported the failed coup as recently  learned from the press. 

"I've only read press reports that the PP by supported it thu their foundations," Morales said without giving further details when asked what Spanish parties  assisted in the coup attempt. 'Why is not there a coup in America? Because there is no U.S. ambassador to America, Morales said sarcastically noting that "we won that battle."On that topic, the president stressed the failure of U.S. attempts in Andes to force out a democratically constituted government, wich failed to meet the target and instead,  we reached a new Bolivian Constitution. 

"They failed in their attempts at a coup," as he reiterated the point that from August to October 2008 "we decided the country's democratic future," when his administration won approval from Congress to hold a referendum on constitutional reform. On the question of whether or not  cuts announced in Madrid in relation to cooperation with Bolivia would affect his nation, Evo Morales acknowledged that although aid is "important" is not decisive for the Latin American country, adding that instead, "what  can affect Bolivia is if we do not sell the oil or gas, or if the price drops." 

In another section of the press conference he held before taking part in the Sixth EU-LAC Summit , the president recalled the commitment to eradicate corruption in his country through goals set by the Government. He also highlighted the economic progress achieved by Bolivia in economic matters once they came to power,such as "structural transformation" of the hydrocarbons sector, a sector which in 2009 achieved significant growth in the region. 

"Private property is guaranteed by the Bolivian Constitution," said Morales, who said that "we have great competition with some Spanish companies", while acknowledging some "differences" with European businessmen in general.  Morales was in favor of having a Europe "ally" and called on the bloc nations to review their immigration policies so that Bolivians are not expelled from these territories. 

He explained that his refusal to sign a Free Trade Agreement between the EU and the Andean Community of Nations (CAN), is due to "programmatic and ideological differences with capitalist countries." In the same vein, Ecuador also dismissed one such trade agreement with European countries, while Colombia and Peru, members of CAN remaining, will sign the FTA on Wednesday in the Spanish capital. 

Leaders of the European Union and Latin America and the Caribbean began on Tuesday in Madrid, Spain, the sixth summit between the two regions centered in discussing the current international crisis and the establishment of measures to strengthen their economies.
