On the threshold of the 2nd anniversary of Tehran's unrest in the aftermath of Iran's 2009 presidential election which was indifferent from all other events over the past three decades since ouster of a pro-Western dictator and establishment of an independent Islamic democracy, Iran’s intelligence ministry declared the safe return of one of its double agents who infiltrated into the Iranian opposition movement as well as foreign intelligence services
Madhi initially introduced himself to the opposition as a diamond dealer and approached foreign governments under the guise of a top official who had defected from the Revolutionary Guards and claimed that thousands of his colleagues were ready to join him. "We had meetings and discussions, they [US officials] said that we could rely on their help. They introduced me to Clinton and [in Saudi Arabia] I had a meeting with her where she was accompanied by [the Saudi Arabian foreign minister] Saud al-Faisal and a translator,” he said in the TV broadcast.
Madhi added that he later visited Washington upon an invitation from Clinton and met other senior US officials, including Biden and American diplomat Dennis Ross.Michael Ledeen, a former consultant to the US National Security Council and James Woolsey, a former CIA director, together with members of the Foundation of Defense of Democracies, a non-partisan policy institute founded after the September 11 attacks, were assigned to foment Tehran's disturbances and form "the Iranian government in exile".
Madhi as a religious character and an Iraq imposed war veteran with good social position amongst Iranians was the missed part of the US strategists’ puzzle for making a new organization rooted in IRI security system. In the opinion of the US officials, the organization called “the Iranian government in exile” would be complete if Madhi could join the organization. He first attracted attention in the West in 2009 when he claimed he had inside information about the Iranian regime. During his time outside Iran, Madhi joined Amir Jahanshahi, a Mossad agent who formed a group called Green Wave.
