Paulo Pinheiro, Chairman of the Independent Commission of Inquiry on Syria, has said that the foreign Jihadists fighting government forces in Syria have a different agenda from that of the armed opposition, and that their presence "worries us very much."We are not speaking about a powerful army that is invading Syria; this is not realistic but they are hundreds of combatants. "They are fighting against government forces, but not necessarily with the same agenda of the Free Syrian Army (FSA)," Pinheiro told a press conference on the latest findings of his panel on Tuesday."They are not combating for democracy and freedom, but they are fighting for their own agenda. Their presence can contribute to radicalization in this conflict. Their presence is particularly dangerous in an already very volatile conflict," he said.Frequently, he noted, "the agenda of those groups is not necessarily to build a democratic state in Syria," adding that nobody knows exactly how many they are, but all he knows is that they come from 11 countries around the world.A Commission member, Karen Abu-Zayd, told the same press conference held to discuss the Commission's latest report that the Jihadists are "radicalizing some elements in the FSA, because they have weapons that the armed opposition does not have access to."Pinheiro said the Commission has included in its latest report that the presence of these foreign Jihadists "worries us very much."

He also said that the report draws attention to the "dramatic rise in sectarian tensions. We have noted a shift of language employed by interviewees who increasingly describe the hostilities in sectarian terms, even by children. We have not seen that in the past."
