The UK Treasury declared that it is giving out special permission to facilitate the Libyan companies' business in Britain. The surprising revelation would embarrass the British government, which has been blamed for having a very flexible relation with the former Gaddafi's trusted man Moussa Koussa, whose sanctions were removed through Britain's efforts. The chairman of the Libyan British Business Council, Lord Trefgarne, said, "I am not quite sure what these sanctions achieve. It sends out the right message but not much more. The Libyan government is not short of money; they have substantial reserves which will keep them going for a long time." 

The HM Treasury document containing the list of the Libyan companies under sanctions, whose assets are frozen by United Nations and the European Union, were published last week. The sanctioned organizations include Dalia Advisory Limited, the UK-based subsidiary of the Libyan Investment Authority (LIA), which has invested £80 billion and is reportedly being controlled by the Libyan ruler's family. The LIA is collaborating with a British company to construct a hotel complex for the London 2012 Olympic Games, estimated to cost over £30 million. 

The sources revealed that the Treasury has planned to give an official licence to permit the company to invest on the project building hotels in Maple Cross in Hertfordshire. A Treasury spokesman said last night, "We cannot comment on individual businesses but it is most likely that work will continue.” He added that the Treasury and the Financial Services Authority will observe the chance of Dalia's involvement in something such as a construction site will be examined in order to decide whether there is a reason to break or remove sanctions or not. "We wouldn't necessarily stop the building work. We can issue a special licence," he said. LIA subsidiary Sabtina Ltd and PIL that is a subsidiary of Libya's National Oil Company, both under the control of Gaddafi are still trading in Britain despite the country's harsh view over the Libyan ruler.
