U.S. Gov't Agency Plans $2.84 Billion Loan for Oil Refinery—In Colombia http://www.cnsnews.com/news/article/feds-plan-284-billion-loan-oil-refinery

The U.S. Export-Import Bank, an independent agency of the federal government, is now planning a $2.84-billion loan for a massive project to expand and upgrade an oil refinery--in Cartagena, Colombia.The money would go to Reficar, a wholly owned subsidiary of Ecopetrol, the Colombian national oil company.

[First fo all this as you will see below, is why resistance is against such moves,stating tehse resourecs are taken out along with profits,and it is absolutly true,Colombia is oil rich,however foreign companies export it for cheap out then reduces colombia to a oil impoting nationwich is absolutly absurd,its as absurd as when clinton imposed the rice export policy in haiti,destroying their self sustaining agricultural needs...see this (recent) Colombia resumes imports of Venezuela fuel http://colombiareports.com/colombia-news/economy/15339-colombia-resumes-imports-of-venezuela-fuel.html   (there is no need to import,none,yet it is done because state of colombia is nothing buta colonial outpost for foreign multinational interests!)
