Sarah Morgan and Andrew Apostolou suggest that “Washington must expose the Islamic Republic’s human rights violations [and] recognize that the true struggle will not take place on the battlefield or across a negotiating table but on the streets of Iran, led by Iranians themselves.” The authors list numerous human rights violations committed by the Iranian regime, contending that the most effective way to neutralize Iran is to exploit the regime’s “false claim to legitimacy.” Morgan and Apostolou state that “the ayatollahs’ hold on power is inherently unstable because they have no popular mandate.”The authors also suggest a series of policy methods aimed at neutralizing the regime, including dissident support, further sanctions against individuals, and making future negotiations contingent on Iran’s adherence to human rights standards. Ultimately, they emphasize that “the United States can mobilize international condemnation of Iran’s oppression more effectively than it can unite countries against Iran’s nuclear program, which is a far more contentious issue.”
