From 2001 to 2011, the Venezuelan oil industry has allocated $125.2 billion for social development, according to the Minister of Energy and Oil Rafael Ramírez.On Wednesday, Ramírez presented the Draft Law on the 2012 Budget before the Venezuelan National Assembly.In a plenary session on Thursday, October 28, lawmakers of the National Assembly passed the 2012 Budget Law, which reaches $69.2 billion, 45 percent more that the 2011 budget.Social investment increased from $21.1 billion in 2011 to $26.9 billion in 2012 budget, which represents an increase of 27 percent.Previous to the Bolivarian revolution, transnational companies had to pay only one percent royalties and the state-owned oil company Petroleos de Venezuela (PDVSA) always had a minority participation in energy projects. Now, the Executive has implemented a rate of 33.3 percent royalties, taxes of 50 percent and a majority participation for PDVSA (at least 60 percent).“It’s not just about maintaining fair oil prices, but having an efficient system for collecting oil revenues,” he said.
