As the United Nations Security Council defines the threats to the international peace and security, we will have an increasingly unsafe world.Venezuelan Ambassador to the United Nations (UN), Jorge Valero, said the above statement during the first day's meeting of the examination of the Security Council's annual report, which began on Tuesday in New York, United States."Today, it is recognized the slow and increasing decline of the United Nations, especially the Security Council. There are increasing and representative voices saying to the world that the Security Council has collapsed, as expression of sovereign will of nations. This organ sees a clear contradiction: It says to defend the principles of the United Nations Charter, but it is frequently breaking it," he said.Ambassador Valero said that responsibility in matters of peace and security shall fall on resolutions of the Assembly General, which have a binding nature and shall be complied by all states.In this connection, he called the Security Council not to continue usurping the duties of other agencies of the United Nations' system."It is deplorable that instead of supporting the search of peace and understanding among people, they feed civil wars and fratricide confrontations," he added.The Venezuelan diplomat urged the United Nations that the Security Council stops doing custom-made suits to powers with expansionist interests in countries as Syria, Libya, Iran, Ivory Coast, Sudan and Yemen."Meanwhile, what actions does the Security Council adopt to prevent the atrocities committed by Israel against the Palestinian People?," he wondered.Furthermore, Valero condemned that the report of the Security Council highlights the extension of terms in operations to maintain peace, when that competence corresponds to the General Assembly.Thus, Valero said that such action shows that the UN, instead of democratizing itself, has stressed its elitist nature during the last years."The democratization required today in the United Nations system goes, as (Venezuelan) President Hugo Chavez has stated, through re-founding the UN," Valero reminded.
